Requires the School Facilities Authority to establish a pilot program to develop three new public schools in areas based on demonstrated need through public-private partnerships. Provides annual salary step increases for public schools and public charter school teachers who have completed one year's satisfactory service and comply with specified requirements, if negotiated into a collective bargaining agreement pursuant to section 89-9, HRS, and subject to funds appropriated by the Legislature. Establishes a School Choice Scholarship program which allows parents to exercise more financial freedom to send their children to nonpublic schools with the assistance of a $10,000 grant for eligible students.
Requires the Department of Education to develop and implement a climate education, environmental sustainability, and indigenous knowledge into the K-12 curriculum and climate education and environmental sustainability teacher training and professional development programs. Requires the University of Hawaii to develop and implement a series of courses on climate education and environmental sustainability, to be completed by every student prior to the student's graduation, and establish sustainability practices across all university campuses to promote sustainability. Requires the Department of Education and University of Hawaii to conduct annual sustainability audits across their respective campuses to assess the progress of each campus in integrating sustainability into their curriculum and operations.
Requires the Department of Education to implement dyslexiasensitive universal screenings and evidence-based interventions, offer professional development on structured literacy and evidenced-based interventions, and support pre-teacher programs in training candidates in structured literary instruction.
Requires the Department of Education to provide additional benefits to: (1) teachers with special assignments where their duties and responsibilities are greater than their ordinary duties and responsibilities; (2) teachers in Hawaiian language medium education whose responsibilities are greater or unique and require additional language skills; and (3) teachers at special needs schools. Appropriate moneys to the Department of Education to establish a Hawaiian language immersion school, open to students in grades kindergarten through 12, that is located in the Leeward area of the island of Oahu.
