Authorizes the Department of Health to implement a two-year pilot program that reduces duplicative activities required for the credentialing of health care providers by hospitals, universities, clinics, health plans, and independent practice associations; and establishes an advisory committee. Establishes the sustainable tourism infrastructure matching grant program within the Department of Business, Economic Development, and Tourism to support one-time capital investments that advance measurable sustainability and climate resilience outcomes within the State's visitor industry. Requires the Department of Health to conduct a study on addictive online activities engaged in by residents of the State and submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026. Appropriates funds.
Requires the Department of Transportation, in coordination with the counties of the State, to establish a 1-year unregistered motor vehicle amnesty pilot program to encourage motor vehicle registration and mandate the surrender or impoundment of unregistered motor vehicles after the expiration of the program. Establishes an Oral Health Task Force to review the status of oral health in the State and make recommendations to improve the State's oral health infrastructure. Establishes temporary full-time equivalent program specialist V positions. Appropriates funds. Effective 7/1/3000. (HD2)
Amends the definition of "eligible business activity" for enterprise zone program purposes to include retail sales of tangible personal property manufactured and sold in the enterprise zone that is to be used or consumed by the purchaser and not for resale, the processing of value-added agricultural products grown within an enterprise zone, and the provision of professional services by health care professionals in health care related sectors.
Establishes the Hawaii Civics Collaborative within the Department of Accounting and General Services to promote civics engagement and perpetuate the Aloha Spirit. Requires the Department of Education, University of Hawaii Matsunaga Institute for Peace, Public Access Room, and other community organizations to facilitate civic engagement education statewide. Establishes two full-time equivalent (2.0 FTE) civic education specialist positions within the Department of Education. Appropriates funds.
Appropriates funds to the Department of Agriculture for the establishment and operation of programs relating to the development of biocements and hemp- and bamboo-based building materials. Effective 7/1/2050. (SD1)
