Provides annual salary step increases for public schools and public charter school teachers who have completed one year's satisfactory service and comply with specified requirements, if negotiated into a collective bargaining agreement pursuant to section 89-9, HRS, and subject to funds appropriated by the Legislature. Makes emergency appropriations for collective bargaining cost items for the members of bargaining unit (11) and their excluded counterparts, including health premium payments and the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2025-2027.
Makes emergency appropriations for collective bargaining cost items for the members of bargaining units (1) and (10) and their excluded counterparts to resolve issues related to temporary hazard pay for fiscal year 2025-2026. Authorizes the use of the general fund appropriations to restore the temporary reclassifications for temporary hazard pay payouts to the appropriate departments to provide for the repayment of the general fund loan. Specifies that emergency appropriations made under Act 29, Session Laws of Hawaii 2025, do not lapse until June 30, 2027. (CD1)
Requires the Director of Human Resources Development to abolish vacant positions within state departments and agencies under its jurisdiction that have been vacant for more than 5 years with certain exceptions. Requires funds for abolished positions to immediately lapse to the credit of the appropriate fund. Requires a list of positions abolished to be included in the Director's annual report to the Legislature. Effective 7/1/3000. (HD1)
Beginning 7/1/2027, requires the State Historic Preservation Division of the Department of Land and Natural Resources to contract its review of proposed state projects and projects affecting historic properties to third-party consultants under certain circumstances. Requires the Department of Land and Natural Resources to publish a draft of its proposed rules and later present its proposed final rules to the Board of Land and Natural Resources. Restructures the conveyance tax to a marginal rate system for the sale of properties with residential use, adjusts the tax for multifamily properties to reflect value on a per-unit basis, and applies a cost-of-living adjustment to conveyance tax rates. Allocates revenues from conveyance tax collections. Allocates a portion of conveyance tax collections to the Dwelling Unit Revolving Fund to fund infrastructure programs in areas that meet minimum standards of transit-supportive density. Allocates a portion of conveyance tax revenues to the Hawaii Agricultural Development Revolving Fund, Special Land and Development Fund, and Hawaiian Home Lands Infrastructure and Housing Special Fund. Establishes and appropriates funds out of the Hawaiian Home Lands Infrastructure and Housing Special Fund. Authorizes the Hawaii Agricultural Development Revolving Fund to be used to acquire land.
