HB 927: RELATING TO THE LAND USE COMMISSION.

Authorizes the Land Use Commission to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, upon finding that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement".

HB 1391: RELATING TO DEPARTMENT OF HAWAIIAN HOMELANDS.

Establishes a task force to examine the current operation and practices of the Department of Hawaiian Homelands, particularly as it relates to use and distribution of its land assets, and to further provide suggestions and innovative solutions to end the waitlist issue and assist with initiatives designed to increase self-funding through better leveraging of assets.

HB 1145: RELATING TO GRANT IN AID.

Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.

HB 1055: RELATING TO AIRPORTS.

To establish the Hawaii airports corporation, which shall assume all of the authority, powers, functions, duties, and responsibilities of the department of transportation related to aeronautics and airports, including responsibility for the development, management, operation, and maintenance of the State's airports.

HB 915: RELATING TO OPEN EDUCATIONAL RESOURCES.

Requires the University of Hawaii to study the feasibility of adopting an open educational resources initiative. Requires the University to report to the Legislature its findings and recommendations, including the cost to implement the initiative and any projected cost savings.

HB 826: RELATING TO THE STATEWIDE TRAFFIC CODE.

Requires the driver of a motor vehicle involved in an accident resulting only in damage to another vehicle or property driven or attended by any person to stop the driver's vehicle on a berm or shoulder of a roadway and assist the other person in moving the other person's vehicle or other property to the berm or shoulder if the accident occurs on a roadway nearest that berm or shoulder.

HB 1337: RELATING TO HOMELESSNESS.

Establishes various provisions to address homelessness. Increases the conveyance tax and directs the additional revenues towards homeless facilities and programs administered by the Department of Human Services. Establishes civil rights boards to address civil rights of homeless. Requires a survey of available state property for affordable rental housing. Requires the Department of Humans Services to conduct a homeless summit. Provides job assistance for homeless individuals. Appropriates funds.
