SCR 53: REQUESTING THE COMPTROLLER TO COOPERATE WITH THE HAWAII STATE PUBLIC LIBRARY SYSTEM, OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT, AND HAWAII BROADBAND AND DIGITAL EQUITY OFFICE TO IDENTIFY RURAL AND UNDERSERVED COMMUNITIES IN THE STATE WITH A NEED FOR BETTER TELECOMMUNICATION ACCESS FOR RESIDENTS TO PARTICIPATE IN THE STATE LEGISLATIVE PROCESS.

SB 21: RELATING TO WATER CARRIERS.

HB 740: RELATING TO HOUSING.

Establishes the Accessory Dwelling Unit Financing and Deed Restriction Program to allocate funds to the counties for the purchase of equity in an accessory dwelling unit by the State. Specifies eligible homeowners or homebuyers for the Program to finance construction costs, development costs, and non-reoccurring closing costs associated with the construction of an accessory dwelling unit and purchase deed restrictions on the property. Appropriates moneys for infrastructure projects. Sunsets 1/1/2031. Takes effect 7/1/2050. (SD2)

HB 1036: RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

SCR 136: REQUESTING THE HAWAII STATE ENERGY OFFICE TO CONVENE A NUCLEAR ENERGY WORKING GROUP TO STUDY THE FEASIBILITY OF USING ADVANCED NUCLEAR POWER TECHNOLOGIES IN THE STATE.

This concurrent resolution requests Hawaii's State Energy Office to form a Nuclear Energy Working Group to study the feasibility of using advanced nuclear power technologies in the state. HB 214: RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of benefits under the System or the Hawaii Employer-Union Health Benefits Trust Fund if the retirant is employed in a position needed for succession planning, as a law enforcement officer stationed at a public school as a resource officer, as an investigator, or in a management position excluded from collective bargaining, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature details on the employment of retirants as school resource officers or investigators. SB 1667: RELATING TO TRANSPORTATION.

Requires, when planning and managing state highways, in certain areas to be determined by certain national standards. Establishes requirements for the State Highway Safety and Modernization Council. Authorizes the State Highway Safety and Modernization Council to select potential areas for the Department of Transportation to install additional photo red light imaging detector systems. Prohibits any vehicles from blocking marked crosswalks. Authorizes the Department of Transportation to implement additional automated speed enforcement systems in school zones as designated by the Safe Routes to School Advisory Committee. Requires annual reports. Requires the Department of Transportation to collaborate with the Judiciary before any expansion of the photo red light imaging detector and automated speed enforcement systems. Appropriates funds. HB 348: RELATING TO SINGLE-USE PLASTICS.

Beginning 7/1/2026 for lodging establishments with more than fifty sleeping room accommodations, and beginning 1/1/2028 for lodging establishments with fifty or fewer sleeping room accommodations, prohibits the provision of personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. HB 1161: RELATING TO TRANSPORTATION.

Beginning 7/1/2028, authorizes a county to impose a mileage-based road usage charge on electric vehicles. Provides and requires a county to establish the rate of the road usage charge. Repeals the requirement for the Department of Transportation to establish county subaccounts within the State Highway Fund. Clarifies the disposition of funds for state mileage-based road usage charge. Clarifies the rate and calculation of the state mileage-based road usage charge. Specifies that rental motor vehicle companies may visibly pass the costs of the mileage-based road usage charges to the consumer. Expands allowable uses of the State Highway and Highway Funds.
