SB 1478: RELATING TO COMMERCIAL HARBORS.

Requires masters or persons in charge of vessels to follow an order by a harbor master to evacuate a commercial harbor in emergencies. Establishes higher penalties for noncompliance. Authorizes fines collected for violations of this requirement as moneys to be paid into the Special Harbor Fund. Effective 7/1/2050. (SD1)

SB 1662: RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report. Prohibits a landlord or the landlord's agent from charging an application fee if a comprehensive reusable tenant screening report is available. Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report. Effective 7/1/2050. (SD1)

HB 901: RELATING TO PUBLIC CHARTER SCHOOLS.

Clarifies the grounds for an appeal of non-renewal or revocation of a charter contract. Authorizes public charters schools to appeal directly to the Board of Education on matters regarding the schools' operations, governance, or funding, with certain exceptions. Effective 7/1/3000. (HD2)

SB 76: RELATING TO HOUSING.

Clarifies that the dwelling units eligible for the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on state or county land under a lease with an initial term of not less than ninety-nine years. Increases the time period that the sales price of dwelling units under the Rent-to-Own Program shall remain fixed from five years to ten years after the rental agreement is executed. SB 329: RELATING TO WATER POLLUTION.

Requires at least fifty per cent of treatment works effluent to be R-1 recycled water by January 1, 2045. Requires each county to report to the Department of Health by 1/1/2027 on the feasibility of recycling treatment works effluent that meets certain standards. Effective 7/1/3000. (HD1)

SB 1543: RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires each purchasing agency to provide justification for hiring external consultants. Caps the amount each agency can spend on external consultants. Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount. Requires each agency to disclose new contracts with external consultants. Requires annual reports to the Legislature. Requires the Compliance Audit Unit to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance. Requires each chief procurement officer to ensure that inherent government functions are not delegated to a contractor. Effective 1/1/2491. (SD2)

SB 1255: RELATING TO GOVERNMENT RECORDS.

Amends the Uniform Information Practices Act to require each contract to perform a government function to expressly require the contractor to retain records in accordance with the retention schedule of the agency and provide the agency with access to all records subject to the Uniform Information Practices Act; define "government function" and "trade secret"; clarify that "government record" includes information that is created, received, maintained, or used by a private person in performance of a government function contract; and prohibit agencies from denying a request for access to records of a contractor used in the performance of a government function on the basis of trade secret or other proprietary information. SB 582: RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism. Transfers the authority held by the Comptroller over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism. Establishes the Performing Arts Grants Program to support performing arts in the State. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events. Amends the authority for funds from the works of art special fund to be used only for costs related to the acquisition of works of art and the planning, design, construction of works of art and related appurtenances.
