SB 276: RELATING TO JUDGES.

Authorizes the Chief Justice of the Supreme Court to establish district family courts. Increases the number of judges of the District Court of the Second Circuit from three to four judges. SB 1148: RELATING TO COMMUNITY DEVELOPMENT.

Requires the Hawaii Community Development Authority to develop a transit-oriented development (TOD) zone improvement program to foster community development by strategically investing in public facilities. HB 1536: RELATING TO IRRIGATION.

Clarifies that the BOA has the power to acquire property by eminent domain for the construction and maintenance of water facilities that convey, distribute, and transmit water for agricultural uses, but not for domestic use. Amends the definition of "public utility" to exclude entities that convey, transmit, and distribute nonpotable water. Takes effect on 1/7/2059. (SD1)

SB 612: RELATING TO AGRICULTURE.

Makes housekeeping amendment to the Livestock Revitalization Program. Appropriates funds to the Department of Agriculture for the feed developer grant program and reimbursements to qualified producers for feed costs. HB 1229: RELATING TO PROCUREMENT.

Requires public procurement construction bids to list subcontractors and joint contractors only for contracts with an unspecified total value; provided that bids lacking this list may be accepted if in the State's best interest and the value of the work to be performed by the joint contractor or subcontractor is equal to or less than an unspecified per cent of the total bid amount. Establishes the Clean Energy Savings Jump Start Program and Clean Energy Savings Jump Start Fund. Establishes the Energy Storage System Rebate Program as a three-year pilot program and requires the Green Infrastructure Authority to submit annual reports to the legislature on the program's progress and activities. Deletes the Public Utilities Commission's approval authority relative to the Green Infrastructure Loan Program. Appropriates funds. Effective 1/28/2081. (SD2)

HB 1435: RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN.

Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards. Takes effect on 7/1/2050. (SD1)
