A BILL to be entitled an Act to amend Article 6 of Chapter 3 of Title 44 of the Official Code of Georgia Annotated, the "Georgia Property Owners' Association Act," so as to prohibit a property owners' association from exercising enforcement authority over traffic laws, ordinances, or regulations; to authorize requests to law enforcement agencies to enforce traffic laws, ordinances, or regulations within a privately owned residential area; to provide for training; to provide for rules and regulations; to provide for a short title; to provide for related matters; to repeal conflicting laws; and for other purposes.

A RESOLUTION recognizing and commending Cartrelia Denese Sampson on her outstanding service as a legislative assistant, serving many senators over the years with the Georgia Senate, and now, as the Director of Constituent Services with the Office of the Lieutenant Governor; and for other purposes.

A BILL to be entitled an Act to amend Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to the "Quality Basic Education Act," so as to provide for grants to eligible local units of administration for students living in poverty; to provide for definitions; to provide for the calculation of grant amounts; to provide that a minimum required portion of grant funds be used by local units of administration for direct program expenditures for the benefit of students living in poverty; to provide for related matters; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Chapter 24 of Title 33 of the Official Code of Georgia Annotated, relating to insurance generally, so as to require the Department of Insurance to implement a certain insurance affordability program in response to the recent expiration of certain Patient Protection and Affordable Care Act tax credits; to provide for definitions; to provide for automatic repeal; to provide for related matters; to provide for a short title; to provide for legislative findings; to provide for an effective date; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Article 1 of Chapter 7 of Title 44 of the Official Code of Georgia Annotated, relating to landlord and tenant in general, so as to repeal Code Section 44-7-19, relating to restrictions on rent regulation by local governments; to provide for related matters; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Article 6 of Chapter 3 of Title 44 of the Official Code of Georgia Annotated, relating to property owners' associations, so as to provide for certificates of good standing for payment of annual assessments; to require associations to offer to participate in alternative dispute resolution prior to the effectuation of a lien on a lot for unpaid assessments; to provide that such a lien shall be inferior to liens for unpaid medical bills; to provide for alternative dispute resolution policies and requirements therefor; to provide for a definition; to provide for related matters; to provide for applicability; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Chapter 3 of Title 44 of the Official Code of Georgia Annotated, relating to regulation of specialized land transactions, so as to provide for protections of homeowners in community associations; to provide for the monitoring of elections for boards of directors for community associations; to provide for annual registration of community associations and related fees; to provide for applicability; to provide for related matters; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to elementary and secondary education, so as to provide for mandatory kindergarten for all children prior to entering into first grade; to lower the age of compulsory school attendance from six years old to five years old; to provide for related matters; to provide for contingent effectiveness; to repeal conflicting laws; and for other purposes.

A BILL to be entitled an Act to amend Part 8 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to State Board of Education under the "Quality Basic Education Act," so as to require local school systems to maintain and publish a registry of all contracts worth more than $10,000.00 involving the use of any state funds; to provide for such information to be included on the contract registry; to require local boards of education to adopt policies; to provide for enforcement; to prohibit waivers; to provide for related matters; to repeal conflicting laws; and for other purposes.
