HR 9095: Right to Trial Act

The Right to Trial Act modifies federal sentencing guidelines to ensure that defendants are not penalized for exercising their constitutional right to a trial rather than accepting a plea deal. It requires judges to consider whether a mandatory minimum sentence would effectively punish a defendant for going to trial, particularly when compared to the sentences of similarly situated individuals who pleaded guilty. Additionally, the law grants courts the authority to impose sentences below statutory minimums specifically to protect this right. These changes directly affect federal criminal defendants and the judges who determine their punishments.

HR 1041: Veterans 2nd Amendment Protection Act

HR 1041, the Veterans 2nd Amendment Protection Act, prevents the Department of Veterans Affairs (VA) from automatically sending veterans' personal information to the national background check system (NICS) solely because a court has appointed a fiduciary (like a guardian) to manage their benefits. This directly affects veterans who have a fiduciary appointed due to mental health or cognitive challenges but are not deemed a danger to themselves or others. The bill requires a court order finding the veteran poses a danger before any such information can be shared with the NICS. It changes VA procedures to block unnecessary barriers to firearm ownership for veterans who qualify for fiduciary support without a judicial determination of danger.

HR 9076: Postal Data Privacy Act of 2026

The Postal Data Privacy Act of 2026 restricts the use of mail covers by requiring governmental entities to obtain a court order before accessing postal records for criminal investigations. To qualify for such an order, authorities must provide specific facts demonstrating that the requested data is relevant and material to an ongoing case, while state laws prohibiting mail covers would override federal requirements. Additionally, the bill mandates that postal officials preserve relevant records for up to 180 days while a court order is being sought or renewed. These provisions directly affect federal and state law enforcement agencies as well as the United States Postal Inspection Service by establishing new procedural safeguards for accessing mail data.

HR 9014: Affordable Housing and Area Median Income Fairness Act of 2026

This bill authorizes $5 billion annually for each fiscal year from 2026 to 2035 to fund affordable housing programs, but restricts these funds to areas designated by the Secretary of Housing and Urban Development as having high housing costs. It also requires the Secretary to conduct a comprehensive study on alternative ways to calculate income limits for urban housing assistance, with a final report due two years after enactment. The study will analyze how current income metrics affect rent affordability and explore options like using ZIP Code-level data to better support low- and middle-income families in expensive cities.

HR 9009: Firearm Freedom Act of 2026

The Firearm Freedom Act of 2026 removes the federal ban on the possession and transfer of machineguns by repealing a specific section of the United States Code. This change would allow individuals who currently possess these weapons to keep them and would enable the legal transfer of machineguns between private citizens. The bill directly affects existing owners of machineguns and would alter the rules governing how these firearms can be sold or given away. By eliminating this restriction, the legislation aims to expand the types of firearms that are legally transferable under federal law.
