One Agency Act This bill consolidates antitrust enforcement authority in one agency by transferring all Federal Trade Commission (FTC) antitrust functions, employees, assets, and funding to the Department of Justice (DOJ). The bill also transfers to DOJ the responsibility for reviewing specified communications transactions that are currently the duty of the Federal Communications Commission. The bill does not remove the authority of the FTC to police certain unfair and deceptive acts and practices.

Universal Giving Pandemic Response and Recovery Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2021 or 2022 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.

Guidance Out Of Darkness Act or the GOOD Act This bill establishes requirements concerning the posting of agency guidance documents. Specifically, an agency must publish guidance documents online on the dates they are issued, publish all of its guidance documents that are in effect in a single location on a designated website, display a hyperlink on its website that provides access to the guidance documents on such website, and indicate on such website if a guidance document has been rescinded. The documents must be categorized as guidance documents and further divided into subcategories.

Drone Integration and Zoning Act This bill requires the Federal Aviation Administration (FAA) to prescribe regulations or standards related to unmanned aircraft systems. Among other requirements, the FAA must designate the area between 200 feet and 400 feet above ground level for use of civil unmanned aircraft systems; authorize, only with a property owner's permission, the operation of a civil unmanned aircraft in the immediate reaches of airspace above private property; preserve state, local, and tribal authority to issue certain reasonable restrictions on the operation of a civil unmanned aircraft system within 200 feet of the ground or a structure; and establish a process for the designation of routes above 200 feet of the ground as authorized commercial routes.

Government Spectrum Valuation Act This bill requires estimation of the value of federal electromagnetic spectrum. Specifically, the bill requires (1) the National Telecommunications and Information Administration, in consultation with the Federal Communications Commission and the Office of Management and Budget, to estimate the value of spectrum assigned or allocated to each federal agency; and (2) each agency to report, in its annual budget and financial statement, the estimated value of the spectrum that has been assigned or allocated to it.

Federal Reserve Transparency Act of 2021 This bill establishes requirements regarding audits of certain financial agencies performed by the Government Accountability Office (GAO). Specifically, the bill directs the GAO to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

This bill invalidates certain provisions of the District of Columbia Municipal Regulations as added by the final rulemaking of the State Superintendent of Education of the District of Columbia issued on December 7, 2016, that require a staff member of a child development facility to have a degree, a certificate, or a minimum number of credit hours from an institution of higher education. The requirements of this rulemaking apply to personnel including child development center directors, teachers, and assistant teachers; expanded child development home caregivers; and out-of-school time program directors and group leaders.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Earmark Elimination Act of 2021 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. An earmark is generally any congressionally directed spending, tax benefit, or tariff benefit that benefits a specific entity, state, locality, or congressional district other than through a statutory or administrative formula or competitive award process. The point of order may be waived by an affirmative vote of two-thirds of the Senate. If the point of order is successfully raised and sustained, the earmark must be stricken from the legislation.

This bill prohibits the President, in designating a national monument, from reserving any implied or expressed water rights associated with it. Water rights for an associated national monument may only be acquired in accordance with the laws of the state in which the water rights are to be located.
