Masih Alinejad Harassment and Unlawful Targeting Act of 2021 or the Masih Alinejad HUNT Act of 2021 This bill imposes sanctions on foreign persons (i.e., individuals or entities) that are acting on behalf of Iran's government and involved in the harassment of certain individuals, such as human rights activists. The Department of State must periodically report to Congress the identities of foreign persons acting on behalf of Iran's government that are knowingly responsible for or complicit in the surveillance, harassment, imprisonment, or killing of citizens of Iran or the United States who seek to (1) expose corruption or illegal activity by Iranian government officials; (2) obtain, defend, or promote internationally recognized human rights; or (3) obtain, defend, or promote the rights and well-being of women, religious and ethnic minorities, and the LGBTQ community in Iran. The report must include foreign persons involved in such actions that occur inside or outside Iran. The President must impose property-blocking sanctions on persons identified in the report, as well as visa-blocking sanctions on the identified individuals. The Department of the Treasury must submit to Congress a report identifying any foreign financial institution that knowingly conducts a significant transaction with a person sanctioned under this bill. Treasury may prohibit the opening, or prohibit or impose strict conditions on the maintaining of a U.S. correspondent account or a payable-through account by such a financial institution.

Taylor Force Martyr Payment Prevention Act of 2021 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.
Protect American Taxpayer Dollars from Illegal Immigration Act This bill prohibits expending federal funds for legal settlements to individuals who violated certain laws relating to the proper time and place to enter the United States, if the settlement pertains to claims based on the lawful detention of such an individual as part of a family unit after the individual's entry into the United States at the southern border after January 20, 2017.
21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.

Building Credit Access for Veterans Act of 2021 This bill requires the Department of Veterans Affairs (VA) to implement a pilot program to assess the feasibility and advisability of using alternative credit scoring information or models to improve the determination of creditworthiness of certain individuals and to increase the number of such individuals who are able to obtain VA housing and small business loans. Specifically, the program is for veterans or members of the Armed Forces who are eligible for VA housing or small business loans and have insufficient credit history. Under the program, the VA must assess the feasibility and advisability of establishing criteria for acceptable commercially available credit scoring models to be used by lenders for the purpose of guaranteeing or insuring a VA housing or small business loan. Participation is voluntary on an opt-in basis for lenders, borrowers, and individuals. The VA must conduct outreach to lenders and individuals to inform them of the pilot program.
