This resolution urges the United Kingdom (UK) and the European Union (EU) to support peace on the island of Ireland and the principles, objectives, and commitments of the Good Friday Agreement. The resolution also expresses support for subsequent agreements relating to the relationship between Northern Ireland and the Republic of Ireland, including the agreement concerning the UK's withdrawal from the EU. (The island of Ireland is divided between Northern Ireland, which is part of the UK, and the Republic of Ireland, an EU member state.)

United States Postal Service Shipping Equity Act This bill authorizes the mailing of alcoholic beverages by certain entities in accordance with the delivery requirements otherwise applicable to a privately carried shipment. The authorization applies to an entity (including a winery, brewery, beverage distilled spirits plant, or other wholesaler, distributer, importer, or retailer of alcoholic beverages) that has registered with, obtained a permit from, or obtained approval of an application from the Department of the Treasury. The bill directs the U.S. Postal Service (USPS) to prescribe regulations (1) requiring direct delivery to a duly authorized agent at a postal facility or to the addressee, who must be at least 21 years of age and present a valid, government-issued photo identification at the time of delivery; (2) prohibiting such alcoholic beverages from being for resale or any other commercial purpose; and (3) requiring such entity to certify that the mailing is not in violation of applicable laws or regulations and to provide other information as directed by the USPS. A state, local, or tribal government may bring a civil action against the USPS in U.S. district court for a violation of a law of the state, locality, or tribe regarding the sale, mailing, transportation, or importation of alcoholic beverages. The USPS shall be liable to the same extent as a private individual under like circumstances but shall not be liable for interest prior to judgment or for punitive damages.

Captive Primate Safety Act This bill limits the trade and possession of nonhuman primates. For example, the bill prohibits most individuals from owning a nonhuman primate as a pet.

Student Food Security Act of 2021 This bill expands the Supplemental Nutrition Assistance Program (SNAP) and establishes programs to address food insecurity among college students. Specifically, the bill permanently modifies the eligibility requirements to allow additional college students to receive SNAP benefits, and it establishes a demonstration program to allow college students to use SNAP benefits on college campuses instead of meal plans. The bill also advances implementation of certain data-sharing agreements and notifications to help students who apply for federal financial aid to also apply for and receive other federal means-tested benefits (e.g., Section 8 tenant-based housing assistance, Medicaid, and Supplemental Security Income). In addition, the bill (1) requires questions about food and housing insecurity to be incorporated into the National Postsecondary Student Aid Study, and (2) establishes a grant program to support research and address incidences of food and housing insecurity among college students.

Human-Services Emergency Logistic Program Act of 2021 or the HELP Act of 2021 This bill requires the Department of Health and Human Services (HHS) to allot funding to states, tribal nations, and territories to improve the 2-1-1 and 9-8-8 telecommunication systems. The 2-1-1 system provides callers with information and referrals with respect to health and human services and other provider agencies, and the 9-8-8 system provides callers with mental health or suicide crisis support and resources through the National Suicide Prevention Lifeline. The funds must be used solely for making the call systems available to all individuals in the service area, enhancing community information and referrals with respect to human services, or both. As a condition of this funding, recipients must appoint a lead entity to manage activities to improve the call systems. Recipients must also establish a Human Services State Oversight Council to provide the lead entity with guidance and oversight related to the call systems. In addition, HHS must establish a Human Services National Board, comprised of federal and non-federal representatives, to manage the allocation of funds and evaluate the call systems.

Untraceable Firearms Act of 2021 This bill establishes a federal statutory framework to regulate the manufacture, sale, offer to sell, transfer, purchase, and receipt of ghost guns (i.e., guns without serial numbers). Additionally, the bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, and transfer of undetectable firearms. Among the revisions, the bill defines undetectable firearm as a firearm without a major component wholly made of detectable material.

Safe Interactions Act of 2021 This bill requires the Department of Health and Human Services to award grants to nonprofit disability organizations to develop training programs for law enforcement officers who may encounter individuals with disabilities.

Locality Pay Equity Act of 2021 This bill (1) prohibits the Office of Personnel Management (OPM) from defining more than one local wage area for prevailing rate employees within a pay locality, except with respect to the pay locality designated as Rest of United States ; and (2) requires the OPM to ensure that this bill shall not have the effect of reducing the rate of basic pay for an individual serving as a prevailing rate employee.

America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.

Voters' Access to Water Act This bill prohibits states from restricting the donation of food or nonalcoholic beverages to individuals who are outside of the entrance of a polling place for a federal election if such items are distributed without regard to electoral participation or political preference. However, states may prohibit individuals who are distributing these items from engaging in political or electioneering activity.
