Supreme Court Ethics Act

Supreme Court Ethics Act This bill establishes a new statutory requirement for the Judicial Conference of the United States to issue a judicial code of conduct for judges and justices of U.S. courts, including Justices of the Supreme Court. Currently, the Judicial Conference issues a code of conduct for judges of U.S. courts (but not for Justices of the Supreme Court).

Energy Sector Innovation Credit Act of 2021

Energy Sector Innovation Credit Act of 2021 This bill adds new tax credits for investment in qualified emerging technology energy property and for the production of electricity from emerging energy technology. The bill defines qualified emerging energy property as property that is constructed, reconstructed, erected, or acquired by the taxpayer and is (1) a facility for the production of electricity from emerging energy technology, (2) carbon capture equipment, or (3) energy storage technology. The bill also adds a new tax credit for the production of electricity from clean hydrogen. The bill defines clean hydrogen as hydrogen that is produced through a production method for which the rate of the greenhouse gas emission is greater than zero and not greater that 2,500g CO2-e per kilogram of hydrogen produced, or is equal to or less than zero.

Rural Health Innovation Act of 2021

Rural Health Innovation Act of 2021 This bill establishes two grant programs to increase access to emergency care in rural areas. The Federal Office of Rural Health Policy within the Health Resources and Services Administration must manage these programs. First, the office must provide grants to federally qualified health centers and rural health clinics to enhance the provision of walk-in urgent care, triage, and other emergency services in rural areas. Second, the office must provide grants to health departments in rural areas for emergency services (including triage and transport to emergency departments), primary care services, and similar services provided by emergency departments. Recipients of these grants may use funds for staffing, equipment, and other necessary expenses to provide emergency services.

Safe Schools Improvement Act of 2021

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Reverse Transfer Efficiency Act of 2021

Reverse Transfer Efficiency Act of 2021 This bill allows the release of a transfer student's educational records from an institution of postsecondary education where a student earned credit for coursework to an institution of postsecondary education where the student was previously enrolled in order to apply the student's coursework and credits toward completion of a recognized postsecondary credential, such as an associate's degree.   Specifically, the bill allows the Department of Education to provide funding to an institution of postsecondary education that releases a student's records of postsecondary coursework and credits without the consent of the student or the student's parents if the student provides written consent prior to receiving the credential.

Tribal Access to Clean Water Act of 2021

Tribal Access to Clean Water Act of 2021 This bill provides funding for and expands access to water resources for Native communities (i.e., Indian tribes and Native Hawaiian communities). First, the bill provides funding for the Indian Health Service to (1) plan, design, construct, modernize, improve, and renovate water, sewer, and solid waste sanitation facilities; (2) provide technical assistance; and (3) operate and maintain water facilities that serve Native communities. Next, the bill provides funding for the Department of Agriculture to provide water and wastewater facility grants to eligible entities (e.g., Native communities) that have residents facing significant health risks due to inadequate water supply systems. An eligible entity shall not be required to provide a matching contribution in order to receive a grant. In addition, the bill reauthorizes through FY2031 the Bureau of Reclamation's Rural Water Supply Program. Further, the bill provides funding for and establishes a grant program for tribal clean water access projects. It also provides funding for the Native American Affairs Technical Assistance Program. The bill also provides funding for the Environmental Protection Agency to provide grants to Indian tribes and Alaska Native villages for drinking water and clean water.

PAST Act of 2021

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Highway Formula Modernization Act of 2021

Highway Formula Modernization Act of 2021 This bill requires the Department of Transportation (DOT) to study the methods and data used to apportion certain federal-aid highway funding and develop recommendations for a new apportionment method. DOT must consult with state departments of transportation and representatives of local governments on the study and recommendations.

Therapeutic Fraud Prevention Act of 2021

Therapeutic Fraud Prevention Act of 20 21 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.
