Loan Forgiveness for Educators Act of 2026

Maddy summaryThe Loan Forgiveness for Educators Act of 2026 expands existing federal programs to offer debt relief for teachers and early childhood educators who work in high-need schools or specific early education programs. To qualify for full cancellation of their student loans, eligible educators must complete five years of service, which can be consecutive or non-consecutive, in designated schools serving at least 30% low-income students or in Head Start and other qualifying early childhood settings. The bill also introduces a monthly payment assistance feature that covers a portion of loan obligations during the service period and allows parents to receive forgiveness if their children or they themselves are qualifying educators. Verification of service is handled by school administrators or program directors, with simplified self-certification options available for family child care providers, and the law ensures that educators who leave their positions early are not required to repay any forgiven amounts.

Restoring Overtime Pay Act of 2026

Maddy summaryThis bill, titled the Restoring Overtime Pay Act of 2026, raises the minimum salary required for employees to be exempt from federal overtime pay rules, directly affecting workers classified as executive, administrative, or professional staff. It establishes a specific salary schedule that starts at $45,000 per week and increases annually to $75,000 by 2029, after which the threshold will automatically adjust to match the 55th percentile of national earnings for full-time salaried workers. Additionally, the legislation modifies the criteria for determining job duties, requiring that at least 20 percent of an employee's time be spent on executive or administrative tasks rather than the previous 40 percent standard. The law also mandates that the Bureau of Labor Statistics regularly publish earnings data and requires the Department of Labor to provide public notice before implementing any updated salary thresholds.

A resolution expressing the sense of the Senate that over 25 years of real-world evidence and hundreds of peer-reviewed studies proving that mifepristone is safe and effective should be respected, and law and policy governing access to lifesaving, time-sensitive medication abortion care in the United States should be equitable, transparent, and based on the best available peer-reviewed evidence-based science.

Maddy summaryThis Senate resolution expresses the non-binding opinion that federal laws regarding medication abortion should rely on scientific evidence rather than political influence. It specifically calls for the FDA to maintain its approval of mifepristone, a drug proven safe and effective over 25 years, and to allow patients to access it through telemedicine or mail-order pharmacies. The measure highlights that current restrictions disproportionately harm marginalized communities, including people of color, low-income individuals, and those in rural areas. By stating these points, the resolution aims to encourage policymakers to ensure equitable and transparent access to abortion care based on medical consensus.

Improving Emerging Tech Opportunities for Veterans Act of 2026

Maddy summaryThis bill updates the Department of Veterans Affairs' high technology program to include emerging fields like artificial intelligence and semiconductor manufacturing, aiming to help veterans find jobs in growing industries. It requires the VA, along with the Departments of Defense and Labor, to partner with private sector employers and schools to identify these new job opportunities and the specific training needed to fill them. The agencies must then prominently display this information on their websites and promote it to veterans during their transition from military service. Additionally, the law mandates that the list of relevant industries and occupations be reviewed and updated every quarter to reflect changing market demands, with the entire program set to expire in September 2027.

Universal School Meals Program Act of 2026

Maddy summaryThe Universal School Meals Program Act of 2026 mandates that all children enrolled in participating schools receive free breakfast and free lunch, eliminating previous income-based eligibility requirements. The bill establishes specific funding rates for these meals, adjusts them annually for inflation, and requires states to disburse funds directly to selected schools. Additionally, the legislation prohibits schools from collecting unpaid meal debts from parents and forbids practices like segregating students or publicly identifying those who cannot pay. The act also expands summer food programs to include all children, updates poverty measurement standards for federal data, and extends free lunch eligibility to incarcerated juveniles in eligible detention centers.

A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Consumer Financial Protection relating to the withdrawal of the rule relating to "Consumer Financial Protection Circular 2024-02: Deceptive Marketing Practices About the Speed or Cost of Sending a Remittance Transfer".

Maddy summaryThis joint resolution seeks to disapprove a rule from the Bureau of Consumer Financial Protection that would have withdrawn a previous regulation on deceptive marketing practices related to remittance transfers. The bill directly affects financial institutions and consumers who send money internationally, aiming to keep the original marketing standards in place. If passed, the resolution would prevent the Bureau from removing the existing rules that prohibit misleading claims about the speed or cost of sending remittances. The measure uses the Congressional Review Act process to formally reject the agency's action and ensure the withdrawn rule remains inactive.

Veterans’ Compensation Cost-of-Living Adjustment Act of 2026

GUARD Act

Maddy summaryThe GUARD Act requires companies providing AI chatbots to verify users' ages using reliable methods (like government IDs, not just self-reported birth dates) and prohibits minors under 18 from accessing "AI companions" designed for emotional interaction. It mandates clear disclosures that chatbots are not human and cannot falsely claim to be licensed professionals (e.g., therapists), while banning features that solicit minors for explicit content or promote violence. Covered entities must implement secure age verification processes for all accounts, including periodic checks, and face civil penalties up to $100,000 per violation for noncompliance. The law directly affects tech companies operating AI chatbots in the U.S. and aims to reduce minors' exposure to harmful AI interactions.
