Chinese Research Funds Accounting Act This bill directs the Government Accountability Office (GAO) to conduct a study on federal funding made available to entities located in China or majority owned or controlled by the Chinese Communist Party for research in the five years prior to enactment of this bill. Not later than 120 days after the enactment of this bill, the GAO shall brief Congress on the data that is available with respect to federal funding made available to such entities for research.

You Must Be Alive To Vote Act of 2021 This bill requires each state, in order to receive certain education and transportation funds, to annually certify that the state has an agreement with the Social Security Administration to share death information for the purpose of removing the names of ineligible voters from the official list of eligible voters.

Oversight for Members And Relatives Act or the OMAR Act This bill prohibits the use of campaign funds to compensate the spouse of a candidate or an individual holding federal office. It also requires disclosure of payments made to spouses or immediate family members. Specifically, the bill prohibits an authorized committee of a candidate or any other political committee that is established, maintained, or controlled by a candidate or an individual holding federal office from directly or indirectly compensating the spouse of the candidate or individual for services provided to or on behalf of the committee. The prohibition does not apply to a political committee of a political party. Next, the bill requires a political committee to report on disbursements to the spouse or an immediate family member of the candidate or the individual holding federal office. Finally, the bill requires any penalty for a violation of the bill to be imposed on the candidate or the individual holding federal office if the candidate or individual involved knew of the violation. Further, it prohibits the committee involved from reimbursing the candidate or individual for the penalty.

Personalized Care Act of 2021 This bill revises provisions relating to health savings accounts (HSAs), including to redefine eligible individual for HSA purposes to allow increased participation in HSAs, increase the limit on contributions to HSAs, permit the payment of health insurance premiums from HSAs, include within the definition of qualified medical expenses periodic fees paid for medical services and amounts paid by a member of a health care sharing ministry, treat periodic provider fees as deductible medical expenses, and lower the 20% penalty for nonqualified distributions from HSAs to 10%.

Protecting Life and Integrity in Research Act of 2021 This bill prohibits the Department of Health and Human Services from conducting or supporting any research that involves the use of human fetal tissue from an induced abortion. The bill also prohibits soliciting or acquiring a donation of human fetal tissue from an induced abortion, other than for purposes of an autopsy or burial. The bill applies requirements on the research of transplantation of fetal tissue for therapeutic purposes to research on fetal tissue in general.

Curbing Abuse and Saving Expression In Technology Act or the CASE-IT Act This bill limits the protections for a user or provider of an interactive computer service (e.g., social media company) related to content that is published on or removed from its platform. The bill removes for one year the protection from being treated as the publisher of information provided by another content provider if a user or provider facilitates (1) illegal online content; (2) certain exploitive contact between adults and minors; or (3) content that is indecent, obscene, or otherwise harmful to minors. Further, to avoid being treated as the publisher of third-party content or subject to liability for screening and blocking content on its platform, an interactive computer service that is dominant in its market (i.e., has gained substantial, sustained market power over any competitors) must make content moderation decisions pursuant to policies or practices that are consistent with the First Amendment.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.

Defund EcoHealth Alliance Act This bill prohibits the award of federal funds to EcoHealth Alliance, Inc. This is a nonprofit research organization that studies coronaviruses in bat populations and other environmental health concerns. The Government Accountability Office must also audit federal funds provided to that organization over the past decade. The audit must include the amount of those funds provided by EcoHealth Alliance to China, the Chinese Communist Party, or the Wuhan Institute of Virology.

Military Child Educational Freedom Act This bill modifies the requirements for tax-exempt Coverdell education savings accounts to permit members of the Armed Forces serving on extended active duty or their spouses to use the accounts for certain education expenses incurred in connection with a home school that provides elementary or secondary education. The home school must be treated under state law as a home school or a private school.

No Abortion Bonds Act This bill denies a tax exclusion for the interest paid on state and local bonds that are used to provide a facility owned or used (for any purpose) by an abortion provider for more than 30 days during a year in which interest is paid on the bonds. An entity is not considered an abortion provider solely as a result of performing abortions if (1) the pregnancy is the result of an act of rape or incest; or (2) a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. The Department of the Treasury may exempt certain hospitals from being considered an abortion provider by making the name of the hospital available on Treasury's public website.
