This resolution condemns the Chinese Communist Party and its violation of the human rights of the people of China.
Central American Women and Children Protection Act of 2021 This bill temporarily authorizes the Department of State to enter into bilateral compacts with the governments of El Salvador, Guatemala, and Honduras to strengthen criminal justice systems, social supports, and other means to protect women and children from domestic and gender-based violence. At least 15 days before entering a compact, the State Department must submit to Congress a copy of the proposed agreement and related materials. Authority to enter a compact terminates on September 30, 2023, and a compact may last no more than six years. To support the objectives outlined in a compact, the State Department may provide assistance to international organizations, civil society, or other private entities for programs and activities to prevent and respond to domestic and gender-based violence in a compact country. The bill bars the provision of assistance to the government of a compact country as direct budgetary support. The State Department may suspend or terminate the assistance if a compact country or entity receiving the assistance engaged in conduct contrary to U.S. national security interests or inconsistent with the objectives of the compact. The State Department must notify Congress at least 15 days before suspending or terminating assistance. The bill also requires the State Department to annually report on progress made under each compact, including its effect on reported violence against women and children and other domestic and gender-based violence indicators.
Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.
Expanding Contracting Opportunities for Small Businesses Act of 2021 This bill increases the allowable award price for federal government contracts with certain small businesses, including socially and economically disadvantaged small businesses, small businesses owned and controlled by women, and small businesses owned and controlled by service-disabled veterans.
Time for Completion Act This bill expands consumer information disclosure requirements related to student completion or graduation rates at institutions of higher education (IHEs) that participate in federal student-aid programs. Currently, such IHEs must disclose the completion or graduation rate of first-time, full-time, certificate- or degree-seeking undergraduate students. This bill expands disclosure requirements to include the completion or graduation rates of non-first-time and half-time certificate- or degree-seeking undergraduate students. The bill also sets forth new time periods for calculating the completion or graduation rates for programs of study that are less than four years.
Averting Loss of Life and Injury by Expediting SIVs Act of 2021 or the Allies Act of 2021 This bill increases the number of special immigrant visas available to qualified Afghan nationals who worked for the U.S. government or the North Atlantic Treaty Organization (NATO) missions in Afghanistan. The bill also relaxes certain qualifications for such visas. Specifically, this bill makes available an additional 8,000 visas for principal aliens under this special visa program, to be available until all such visas have been issued. (The numerical limitations in this program apply only to the principal alien who applies for the visa, not to any accompanying spouse or child.) Under this bill, an alien may qualify based on a credible basis for concern about the possibility of an ongoing serious threat in Afghanistan due to their work with the U.S. government or a NATO mission, where currently the alien must have experienced such a threat. The bill also eliminates a requirement for each applicant to submit a credible sworn statement describing that threat. Furthermore, for an applicant qualifying for a visa by performing duties for U.S. military personnel stationed with a NATO mission, this bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. If an alien submits a visa application that included an accompanying spouse or child but the alien passes away before the application is granted, the surviving spouse or child shall remain eligible to receive a visa under that application. Currently, a surviving spouse or child retains eligibility only if the application was approved before the alien passed away.
This resolution denounces socialism and opposes the implementation of socialist policies in the United States.
This bill provides supplemental FY2021 appropriations to the National Guard for its response to the events at the U.S. Capitol on January 6, 2021. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.
Recreation Not Red-Tape Act This bill revises and sets forth provisions related to recreation areas and special recreation permits issued by the Department of the Interior and the Department of Agriculture (USDA) for individual or group use of federal recreational lands and waters. The bill makes permanent certain authorizations, including regarding such permits and the fees charged for them and for related administration, overhead, and indirect costs. Interior and USDA shall evaluate the special recreation permitting process and identify opportunities for eliminating duplicative processes, reducing costs, and decreasing processing times; establish categorical exclusions from environmental review requirements for special recreation permits if it would reduce processing times or costs without significantly affecting the human environment; authorize the issuance of temporary permits for new or additional recreational uses of federal lands and waters managed by the Forest Service and the Bureau of Land Management; allow online payment of certain federal passes and fees; develop initiatives to promote private-sector volunteer opportunities; and establish an interagency trail management plan. Permittees issued a special recreation permit may voluntarily and temporarily return one or more of their service days. The bill sets forth requirements for review by USDA of the renewal or adjustment of the allocations for the use of a special recreation permit. Interior and USDA may enter into agreements with states to allow the purchase of federal and state recreation passes in the same transaction. The bill establishes a National Recreation Area System.
Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill provides additional tax incentives for ESOPs by (1) extending to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP; and (2) allowing a tax deduction for 50% of the interest received by a bank on loans to S corporation-sponsored ESOPs for the purchase of employer securities. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern for purposes of the Small Business Act as a business concern that was eligible for a loan, preference, or other program under such Act before more than 49% of the business concern was acquired by an ESOP.
