Preserving Counterterrorism Capabilities Act of 2026

Maddy summaryThis bill extends the authorization deadline for the Department of Homeland Security's Countering Weapons of Mass Destruction Office to February 28, 2027. It modifies Section 1901 of the Homeland Security Act of 2002 to prevent the office's funding and operational authority from expiring earlier than intended. This change directly affects the office's ability to continue its counterterrorism work without interruption through 2027. The provision is a straightforward extension of existing authorization, with no new programs or requirements.

Stop Settlement Slush Funds Act of 2026

Maddy summaryThis bill prohibits federal officials from using settlement agreements to direct payments to third parties unless those payments directly compensate for actual harm caused by the defendant or pay for services rendered in the case. It prevents the government from creating slush funds through settlements that benefit unrelated organizations or individuals beyond the scope of direct restitution. Federal agencies must annually report to the Congressional Budget Office on settlement payments that meet the new criteria, while agency inspectors general must audit and publicly report any violations. The reporting and audit requirements are set to expire seven years after the law takes effect.

SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

To amend the Internal Revenue Code of 1986 to revoke the tax-exempt status of organizations that provide, or provide funding for, abortion.

Maddy summaryThis bill would revoke the tax-exempt status of nonprofit organizations (like charities or health groups) that provide or fund abortions, except in specific cases. It directly affects organizations currently classified under Section 501(c)(3) of the tax code, such as some healthcare providers or advocacy groups. Key provisions define "abortion" as intentionally terminating a pregnancy (excluding cases where the mother’s life is at risk, or the pregnancy resulted from rape or incest), and deny tax exemption to groups meeting this definition. The change would take effect for tax years starting after the bill’s enactment date.

Protecting Motherhood Act

Maddy summaryHR 7235, the "Protecting Motherhood Act," requires all federal agencies to stop using the term "birthing person" in official documents and instead use specific terms like "female," "mother," "pregnant woman," or "woman." It directly affects federal agencies that produce regulations, forms, or communications, mandating the use of these defined terms when referring to individuals based on biological sex. The bill provides detailed definitions for terms like "female" (based on biological sex at conception) and "pregnant woman" (an adult human female carrying a child). The law takes effect 30 days after enactment. This is a procedural change focused solely on terminology in government documents, with no direct impact on healthcare access or services.

McCarran-Ferguson Restoration Act

Maddy summaryThe McCarran-Ferguson Restoration Act eliminates the Federal Insurance Office and creates a "United States Insurance Representative" within the Treasury Department to coordinate federal insurance policy and represent the U.S. internationally. This position would determine when state insurance regulations might be preempted by international agreements, while maintaining state authority over most insurance matters including health, long-term care, and crop insurance. The bill requires the Representative to consult with states, publish notices, and allow a 30-day period before any preemption takes effect. This legislation aims to streamline international insurance regulatory coordination while preserving state-level oversight of insurance regulation.

Coercion and Sexual Abuse Free Environment Act

Maddy summaryThis bill creates new federal criminal penalties for intentionally coercing minors (under 18) through interstate means (like mail or online platforms) to engage in harmful acts. It specifically prohibits forcing minors to commit self-harm (including suicide attempts), animal cruelty, abusive nonsexual conduct, sexually explicit acts, or obscene speech. Violations carry fines and prison terms of up to 10 years, with harsher penalties (up to 20 years or life) if serious injury or death results. The law directly protects minors from coercion by perpetrators using interstate communication or commerce, with enforcement under existing federal criminal code.

DEFEND Act

Maddy summaryThe DEFEND Act requires the Department of Homeland Security to produce annual assessments (starting 270 days after enactment) on terrorism threats posed by foreign adversaries and terrorist groups using drones. These assessments must analyze how adversaries acquire, deploy, and technologically enhance drones for surveillance, attacks on infrastructure, or mass casualties - including emerging tactics like AI-driven swarms or chemical payloads - and include lessons from global conflicts. The reports, submitted to Congress and accompanied by classified briefings, also mandate DHS to develop training for law enforcement on recognizing and responding to drone threats. This bill directly affects DHS operations, congressional oversight, and state/local law enforcement preparedness, without creating new regulations or funding.

Preventing the Recognition of Terrorist States Act of 2025

Maddy summaryThis bill prohibits U.S. federal agencies from recognizing the Taliban-controlled government in Afghanistan as the official government of Afghanistan. It bans the use of federal funds for any policy or action that implies such recognition, affecting departments like State, USAID, and Defense. The bill requires the State Department to designate Afghanistan as a "state sponsor of terrorism" and the Taliban as a "foreign terrorist organization" under existing laws. These designations would trigger automatic sanctions and restrictions on U.S. assistance to Afghanistan.

Protect Children’s Innocence Act

Maddy summaryHR 3492, the Protect Children’s Innocence Act, makes it a federal crime to perform genital or bodily mutilation or chemical castration on minors under 18, except for specific medical reasons. The bill broadly defines prohibited procedures to include gender transition-related surgeries (like hysterectomies or mastectomies) and medical treatments such as puberty blockers or cross-sex hormones administered to minors. It criminalizes these acts when they occur across state lines, involve payments, or use interstate commerce, while explicitly banning religious tradition as a defense. Exceptions include medically necessary procedures for health emergencies, childbirth, or conditions certified by a physician.
