National Opportunity to Restore Uranium Supply Services In America Act of 2022 or the NO RUSSIA Act of 2022 This bill provides statutory authority (and reallocates funding) for the Office of Nuclear Energy to establish a strategic reserve of uranium to ensure the availability of domestic supplies of uranium. The bill also requires the office to establish another program to support domestic production, conversion, and enrichment of uranium for nuclear reactors and eliminate reliance on Russian uranium. The office may not source uranium for the reserve or the program from companies that are controlled by, owned by, or otherwise affiliated with China or Russia.

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

Innocent Landowners Protection Act This bill exempts a person who has an ownership interest in a facility for oil exploration, development, production, or storage but does not participate in managing that facility from certain liability for oil spills and related pollution.

This resolution supports the preservation of the stepped-up basis tax rule that allows recipients of inherited assets such as land, equipment, or buildings to adjust the cost basis of the assets to reflect their fair market value. The resolution opposes any efforts to impose new taxes on family farms or small businesses and recognizes the importance of generational transfers of farm and family-owned businesses.

Pregnant Students' Rights Act This bill requires a public institution of higher education (IHE) that participates in federal student-aid programs to provide information to admitted and enrolled students on the rights and resources for students who are pregnant or may become pregnant. These rights and resources must exclude abortion services. Additionally, the IHE must establish a protocol to meet with students who believe they were discriminated against based on pregnancy. The IHE must also provide pregnancy-related questions to enrolled students and annually submit compiled responses to the Department of Education.

This resolution honors the life and legacy of the late Representative Don Young and directs the Sergeant at Arms to designate a Don Young Reserved Seat on the floor of the chamber of the House of Representatives.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).

This resolution demands an immediate cease-fire and full withdrawal of Russian forces from Ukrainian territory. The resolution urges the Biden Administration to hold Vladimir Putin accountable for the unconscionable atrocities committed in Ukraine. The resolution also supports the people of Ukraine in their fight against the Russian invasion of their country. Finally, the resolution recognizes the important cultural contributions of Ukrainian Americans to Ohio.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

This bill designates the facility of the United States Postal Service located at 3493 Burnet Avenue in Cincinnati, Ohio, as the John H. Leahr and Herbert M. Heilbrun Post Office.
