Alexander Lofgren Veterans in Parks (VIP) Act This bill makes the America the Beautiful-National Parks and Federal Recreational Lands Pass available, without charge, to members of the Armed Forces, veterans, and Gold Star Families. The pass covers the entrance fee and standard amenity recreation fee for all federal recreational lands and waters.

Charitable Equity for Veterans Act of 2021 This bill expands the deductibility of charitable contributions to all federally-chartered tax-exempt organizations serving current and former members of the Armed Forces.

Creating Opportunities to Advance Shoreline Treatments Act or the COAST Act This bill authorizes the U.S. Army Corps of Engineers to expand the use of allotted resources for flood control on stream banks and shorelines to include erosion control. Additionally, these resources may be used to prevent damage to areas such as nonhighway roadways, public recreational assets, public lands, and parks.

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.

Designates the facility of the United States Postal Service located at 102 West Main Street in New Albany, Ohio, as the "Congressman Samuel L. Devine Post Office."

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

CISA Cyber Exercise Act This bill establishes the National Cyber Exercise Program to evaluate the National Cyber Incident Response Plan and related plans and strategies. (The National Cyber Incident Response Plan outlines the roles and responsibilities, capabilities, and coordinating structures that support how the United States responds to and recovers from significant cyber incidents posing risks to critical infrastructure.) Based on current risk assessments, the exercise program shall be designed to (1) simulate partial or complete incapacitation of a government or critical infrastructure network resulting from a cyber incident, (2) provide for the systematic evaluation of cyber readiness and enhance operational understanding of the cyber incident response system and relevant information sharing agreements, and (3) develop after-action reports and plans that can incorporate lessons learned into future operations.

DHS Blue Campaign Enhancement Act This bill requires the Department of Homeland Security (DHS) to expand its Blue Campaign, which coordinates DHS actions to identify and prevent human trafficking. The bill requires DHS to (1) provide web-based training for law enforcement and corrections personnel, and (2) establish an advisory board for the campaign.

DHS Industrial Control Systems Capabilities Enhancement Act of 2021 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to maintain certain capabilities to identify and address threats to industrial control systems. Specifically, the bill requires CISA's National Cybersecurity and Communications Integration Center to ensure that its activities address the security of both information and operational technology, including industrial control systems. Additionally, CISA must maintain capabilities to identify and address threats and vulnerabilities to products and technologies intended for use in the automated control of critical infrastructure processes by (1) leading efforts to identify and mitigate cybersecurity threats to industrial control systems; (2) maintaining threat hunting and incident response capabilities to respond to cybersecurity risks and incidents; (3) providing cybersecurity technical assistance to stakeholders; and (4) collecting, coordinating, and providing vulnerability information to the industrial control systems community. CISA shall provide to the homeland security committees a briefing on its industrial control systems capabilities at specified intervals. The Government Accountability Office must review and report on implementation of the bill's requirements.

Urban Indian Health Providers Facilities Improvement Act This bill expands the authority of the Indian Health Service (IHS) to make funds available for urban Indian organizations to renovate, construct, or expand urban Indian health facilities. Specifically, the bill authorizes the IHS to (1) make funds available for renovations even if the renovations are not minor, and (2) make funds available for purposes other than assisting the organizations in meeting certain accreditation standards.
