Maddy summaryHR 3165, the Military Housing Transparency and Accountability Act, requires the military to create a new database tracking complaints about housing units occupied by service members and their families who do not own their housing. It mandates an annual report to Congress summarizing all complaints, categorized into specific types like mold or lead hazards (physiological), security issues (psychological), safety risks, and maintenance problems (timeliness and quality). This directly affects military members and their dependents living in government-provided housing. The bill aims to improve transparency by making complaint data publicly available and requiring the military to report on actions taken to resolve issues.
Ritchie Boys Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the military intelligence professionals at Camp Ritchie, commonly known as the "Ritchie Boys," in recognition of their contributions to the field of human intelligence and their service during World War II.
Maddy summaryHR 3392, the Fighter Force Preservation and Recapitalization Act of 2023, requires the Air National Guard to maintain at least 25 fighter squadrons (each with a minimum of 18 aircraft) by mandating one-for-one replacement of existing squadrons by 2034. The bill directs the Air Force Secretary to develop and submit a recapitalization plan to Congress within 120 days of enactment, including modernizing squadrons and fielding new "Next Generation Air Dominance" systems. This directly affects the Air National Guard's fighter force structure, setting specific numerical requirements for aircraft and squadrons. The law allows limited waivers for extraordinary circumstances but maintains the core 2034 deadline for full recapitalization.
Maddy summaryThe FEND Off Fentanyl Act (HR 3333) establishes new sanctions targeting foreign persons and transnational criminal organizations involved in fentanyl trafficking, specifically naming Mexican cartels like the Sinaloa Cartel and Jalisco New Generation Cartel. It authorizes the President to block transactions with individuals facilitating fentanyl trafficking and requires annual reports to Congress on enforcement actions. The bill also designates fentanyl-related transactions as a primary money laundering concern for financial institutions and extends the statute of limitations for sanctions violations to eight years. These measures aim to disrupt fentanyl trafficking networks by targeting both the drug flow and the financial mechanisms supporting them.
Maddy summaryHR 3238, the Affordable Housing Credit Improvement Act of 2023, updates the Low-Income Housing Tax Credit (LIHTC) program to increase the availability of affordable housing across the United States. The bill makes several key changes including increasing state funding formulas, modifying tenant eligibility rules to better serve vulnerable populations (such as domestic violence victims and students), and expanding credit eligibility for projects in rural and Native American communities. Specific provisions raise the credit for properties serving extremely low-income households, clarify rules around tenant income increases, and require housing providers to protect victims of domestic violence. The bill also updates terminology from "low-income" to "affordable" throughout the tax code and enhances program transparency through data sharing requirements. These changes aim to make the LIHTC program more effective at creating and preserving affordable housing units for low-income households nationwide.
Direct Capital Access Act of 2023 or the DCA Act of 2023 This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA). Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.) Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule. Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.
Maddy summaryThe HELPER Act of 2023 creates a new FHA mortgage insurance program specifically for first responders and K-12 teachers. It allows eligible first-time homebuyers in these professions to secure mortgages with 100% financing (no down payment required) for purchasing or repairing a primary residence. To qualify, applicants must be employed as law enforcement, firefighters, paramedics, or K-12 teachers, have completed housing counseling, and meet specific employment history requirements (e.g., 4 years in the role or disability-related release). The program authorizes $660,000 for fiscal year 2024 and $160,000 annually through 2030, with authority expiring after 5 years.
Maddy summaryHR 2955, the Stop Institutional Child Abuse Act, establishes a Federal Work Group to improve data collection and best practices for youth in residential programs (like therapeutic schools, treatment centers, and group homes). The Work Group, composed of federal agency representatives and diverse stakeholders, must develop national data standards, create risk assessment tools, and issue biennial reports with recommendations to enhance safety, reduce restraints, and expand community-based alternatives. It directly affects youth with mental health, substance use, or disability needs placed in these facilities, as well as agencies overseeing them. The bill also mandates a National Academies study to examine funding, oversight, and barriers to community care. These mechanisms aim to standardize data tracking and promote less restrictive, trauma-informed care for youth in residential programs.
Maddy summaryThis bill amends tax code provisions to block U.S. tax credits for battery manufacturing and clean energy projects involving entities linked to foreign governments of concern. It prohibits tax credits for battery components made by foreign entities of concern or domestic companies controlled by them, and for projects using technology licensed from such entities. The restriction applies to tax credits under sections 30D and 48C of the Internal Revenue Code for battery production and technology projects. It directly affects companies seeking these tax credits if they rely on specified foreign-associated entities or technology. The bill takes effect for vehicles sold and certifications issued after enactment.
