Marine Mammal Research and Response Act of 2021 This bill provides support for efforts to protect marine mammals. Specifically, the bill reauthorizes through FY2026 and generally revises the John H. Prescott Marine Mammal Rescue Assistance Grant Program, including by renaming the program as the John H. Prescott Marine Mammal Rescue and Response Grant Program. The bill also establishes the Joseph R. Geraci Marine Mammal Rescue and Rapid Response Fund for providing emergency financial assistance for certain stranded or entangled marine mammals and otherwise provides support for marine mammals.

Critically Endangered Animals Conservation Act of 2021 This bill provides statutory authority for the Critically Endangered Animals Conservation Fund, which finances a grant program to protect critically endangered species. Specifically, the bill requires the Department of the Interior to establish the fund as a separate account in the Multinational Species Conservation Fund. Critically endangered species means any animal species categorized on the International Union for Conservation of Nature (IUCN) Red List of Threatened Species as either endangered or critically endangered. The term also means any other animals species categorized on such list as data deficient or under a threat category lower than endangered if Interior determines that (1) the most recent IUCN Red List assessment indicates that the population is decreasing, or (2) such species is facing new or emerging threats.

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.

Robert Cleckler Bowden Congressional Gold Medal Act This bill provides for the presentation of a Congressional Gold Medal to Robert Bowden, in recognition of his achievements both on and off the football field.

Humane Research and Testing Act of 2021 This bill establishes the National Center for Alternatives to Animal Research and Testing within the National Institutes of Health to promote alternatives to animal research and testing and to reduce the number of animals used in such research and testing. In addition, federal departments or agencies and federally funded research entities that use animals for research and testing must develop plans to reduce the use of animals in their activities. They must also annually report the number of animals that they use to the center, and the center must make this information publicly available.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Everyday Philanthropist Act This bill allows employers to offer certain employees a tax-advantaged flexible giving account as a fringe benefit. Flexible giving accounts allow employees to set aside up to $2,700 of their annual pretax earnings to make tax-deductible charitable contributions without having to itemize tax deductions.

Jobs and Opportunity with Benefits and Services for Success Act This bill renames the Temporary Assistance for Needy Families (TANF) program as the Jobs and Opportunity with Benefits and Services (JOBS) program, reauthorizes the program through FY2027, and makes changes relating to work requirements for beneficiaries. States providing aid under the program shall create an individual opportunity plan for each beneficiary. States shall impose work requirements on all work-eligible beneficiaries and shall reduce benefits for noncompliance. (Currently, individual plans are optional under TANF, and states have discretion as to whether to reduce benefits for noncompliant individuals.) States providing aid shall meet annual performance targets related to the number of beneficiaries who exit the program and find unsubsidized employment. The Department of Health and Human Services (HHS) shall reduce grants to states that fail to meet such targets. States shall provide data related to beneficiary employment and wages to HHS, which shall be publicly available. The bill modifies certain limitations that restrict the use of funds for case management and other purposes and requires states to spend at least 25% of funds from various grants on core activities. Certain existing laws relating to monitoring and recovering improper benefits payments shall apply to the JOBS program. The bill eliminates programs providing (1) supplemental grants for population increases, (2) bonuses for high performance states, (3) welfare-to-work grants, and (4) contingency funds for state welfare programs.

IRS Customer Service Improvement Act This bill prohibits the use of official time for specified union activities by employees of the Internal Revenue Service during the period each year beginning on February 12 and ending on April 15.

Protecting Seniors Through Immunization Act of 2021 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.
