Temporary Door Locking Devices; Defining the term “temporary door locking device”; authorizing temporary door locking devices to be installed at any height; requiring the Florida Building Commission to incorporate certain standards for temporary door locking devices into the Florida Building Code; requiring the use of temporary door locking devices be integrated into building safety plans, safety drills, and training programs for a specified purpose, etc.

Outsourcing Facilities; Requiring outsourcing facilities to apply to the Department of Health, using a form prescribed by the Board of Pharmacy, to obtain a permit before engaging in specified activities; requiring the board to review such documentation and consider certain actions of the applicant outsourcing facility; providing that outsourcing facilities holding a valid outsourcing permit issued before a specified date are deemed to be in compliance with certain permitting requirements; providing that the board is the sole state regulatory authority responsible for the permitting, oversight, and discipline of outsourcing facilities, etc.

Home Backup Power Systems; Prohibiting a local government from adopting a technical amendment to the Florida Building Code which requires a permit or any functionally equivalent local review or approval for certain backup power systems; prohibiting a local government that issues building permits from requiring an owner of a single-family dwelling or such owner’s contractor to obtain a building permit to perform work on the single-family lot valued at less than a specified sum; prohibiting a local enforcement agency from requiring a permit or any functionally equivalent local review or approval for the installation, relocation, replacement, or repair of an eligible residential backup power system; defining the term “backup power system”, etc.

Water Management; Prohibiting counties and municipalities from adopting laws, regulations, rules, or policies relating to water quality or quantity, pollution control, pollutant discharge prevention or removal, or wetlands; preempting such regulation to the state; repealing a provision relating to land management review teams, etc.

Blue Ribbon Projects; Requiring that a development project meet certain requirements to qualify as a blue ribbon project; providing maximum residential density and nonresidential intensity permitted within the development area of a blue ribbon project; requiring a blue ribbon project to have a blue ribbon plan; requiring a project to receive dollar-for-dollar credits from a local government under certain circumstances, etc.

Transportation Concurrency; Revising which facilities are required to be identified in the capital improvements element of a comprehensive plan that imposes transportation concurrency for small counties, etc.

Criminal Conflict and Civil Regional Counsel Membership in the Senior Management Service Class; Providing that participation in the Senior Management Service Class of the Florida Retirement System is compulsory for each district’s assistant regional counsel supervisors, beginning on a specified date, etc. APPROPRIATION: $950,000

Protection of Historic Monuments and Memorials; Citing this act as the “Historic Florida Monuments and Memorials Protection Act”; preempting all removal, damage to, or destruction of historic Florida monuments and memorials; providing that any existing or future ordinance, regulation, or rule to the contrary, and certain actions by elected or appointed local government officials, are void; providing civil penalties for certain officials who engage in certain actions; authorizing a local government to temporarily remove and relocate a monument or memorial in certain instances provided certain requirements are met, etc.

Verification of Reemployment Assistance Benefit Eligibility; Citing this act as the “Promoting Work, Deterring Fraud Act of 2026”; revising circumstances under which the Department of Commerce disqualifies claimants from reemployment assistance benefits; requiring the department to verify claimants’ identities before paying benefits; providing duties of the department, etc.

Construction; Revising the obligation of landlords to maintain certain premises to include making reasonable provisions for functioning facilities for cooling; revising the definitions of the terms “class A air-conditioning contractor” and “mechanical contractor”; authorizing the Construction Industry Licensing Board to award a specified number of hours of general continuing education credit per renewal cycle for certain professional association engagement; prohibiting a certificateholder or registrant from receiving credit for certain activities, etc.
