Local Government Comprehensive Plans; Revises review process for adoption of comprehensive plan amendments; provides that prevailing party in challenge to plan or plan amendment & to compliance of small scale development order is entitled to recover attorney fees & costs.
Sales of Firearms and Ammunition; Prohibits specified businesses from assigning merchant category codes or otherwise classifying merchants of firearms or ammunition separately from general merchandise or sporting goods retailers; prohibits entities involved in processing payment card transactions from assigning to or requiring merchant to use merchant category codes; specifies any agreement or contractual provision to contrary is void; authorizes DACS to investigate violations & bring actions.
Direct-support Organizations; Authorizes DCF to establish direct-support organization for specified purpose; provides DCF & direct-support organization requirements; provides requirements for contract for operation of direct-support organization assisting Children & Youth Cabinet; authorizes district school boards to contract with direct-support organizations for personal services or operations; revises amount of expenditures & expenses organization must have to be required to provide for annual financial audit; & authorizes district school boards to contract with vendor for such audits.
Gender Clinical Interventions; Authorizes court of state to enter, modify, or stay child custody determination under specified circumstances; prohibits persons & entities from expending funds for reimbursement for specified clinical interventions; prohibits person's biological sex from being changed on birth certificate; prohibits gender clinical interventions for minors; authorizes certain persons to refuse to participate in gender clinical interventions; prohibits health insurance policy & health maintenance contract from providing coverage for gender clinical interventions; provides physician liability & authorizes award of specified damages, fees, & costs.
Pregnancy and Parenting Support; Prohibits use of state funds for person to travel to another state to receive services to support abortion; requires DOH to report to Governor & Legislature information relating to Florida Pregnancy Care Network, Inc.; prohibits physician from knowingly performing or inducing termination of pregnancy after specified period of time; provides exceptions; requires physician to perform or induce termination of pregnancy or to dispense abortion-inducing drugs in person; removes provisions relating to termination of pregnancies during viability; prohibits telehealth provider from using telehealth to provide abortion; provides appropriations. Public Safety; Authorizes person to carry concealed weapon or firearm if he or she is licensed to do so or meets specified requirements; requires person who is carrying concealed weapon or firearm without license to carry identification & display upon demand by law enforcement; prohibits person who is carrying concealed weapon or firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or firearm in this state if he or she meets same requirements as resident; requires Office of Safe Schools to develop behavioral threat management operational process. APPROPRIATION: $60,177,846
Education; Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, part-time enrollment in public schools, transportation of students, graduations requirements, Commissioner of Education duties, & educator certifications.
Housing; Removes authority of local governments to adopt or maintain laws, ordinances, rules, or other measures that would have effect of imposing controls on rents; specifies requirements & restrictions on counties in approving housing developments; authorizes local governments to adopt ordinances to provide ad valorem tax exemption for portions of property used to provide affordable housing; revises total amount of community contribution tax credits which may be granted for projects; provides sales tax exemption for building materials used in construction of affordable housing units; authorizes department to make information available to corporation to administer Live Local Program; prohibits deduction of General Revenue Fund service charge on documentary stamp tax proceeds; provides appropriations. Disaster Relief; Authorizes DEP to waive or reduce match requirements for certain local governments; authorizes refund of certain ad valorem taxes; provides procedures & requirements to receive refund; provides requirements for property appraisers & tax collectors; provides for extension & suspension of payments & discounts of certain taxes & assessments; provides duties of Division of Emergency Management; provides for organization & operation of Florida Emergency Management Assistance Foundation; authorizes Department of Revenue to adopt emergency rules; provides duties of Florida Housing Finance Corporation; creates Hurricane Restoration Reimbursement Grant Program within DEP; creates Hurricane Stormwater & Wastewater Assistance Grant Program within DEP.
