Education; Revising student eligibility and ineligibility requirements for the Family Empowerment Scholarship Program; revising student eligibility and ineligibility requirements for the Florida Tax Credit Scholarship Program; revising the eligibility criteria and obligations of private schools participating in certain educational scholarship programs; authorizing public schools, including charter schools, to enroll certain students on a part-time basis, etc.

Intercollegiate Athlete Compensation and Rights; Revising requirements for athlete agents representing intercollegiate athletes for certain purposes; deleting requirements regarding the compensation that intercollegiate athletes may receive; deleting certain requirements for postsecondary educational institutions whose intercollegiate athletes seek to earn compensation or to have professional representation; requiring a postsecondary educational institution to conduct at least two financial literacy, life skills, and entrepreneurship workshops under certain conditions, etc.

Lodging Standards; Citing this act as "Miya’s Law"; requiring landlords of nontransient or transient apartments to require employees to undergo background screenings as a condition of employment; revising what constitutes reasonable notice for repairs of dwelling units; requiring public lodging establishments licensed as nontransient or transient apartments to take certain actions relating to employee background screenings and keys for dwelling units; prohibiting an operator of a public lodging establishment from offering an hourly rate for an accommodation, etc.

Alzheimer’s Disease and Related Forms of Dementia Education and Public Awareness; Creating the "Ramping up Education of Alzheimer’s Disease and Dementia for You (READY) Act"; requiring the Department of Health to educate certain health care practitioners regarding specified information related to Alzheimer’s disease and related forms of dementia, etc.

Religious Institutions; Defining the term “religious institution”; providing that an emergency order may not directly or indirectly prohibit religious services or activities; providing an exception under certain circumstances, etc.

Florida Seaport Transportation and Economic Development Council; Revising the membership of the Florida Seaport Transportation and Economic Development Council to include a representative of Putnam County; authorizing Putnam County to apply for a grant for a port feasibility study through the Florida Seaport Transportation and Economic Development Council; requiring the Department of Transportation to include the study in its budget request under certain circumstances; requiring the council to review the study and make a determination; terminating the membership of Putnam County on the council under certain circumstances, etc.

Specialty License Plates; Revising the presale voucher requirements for out-of-state college or university license plates; revising the calculation of certain independent college and university specialty license plate sales for certain determinations; requiring the department to continue to collect annual use fees for certain discontinued or replaced plates; revising annual use fee distributions from the sale of the Live the Dream license plate; directing the department to develop specified specialty license plates, etc.

Care for Retired Police Dogs; Citing this act as the "Care for Retired Police Dogs Program Act"; creating the Care for Retired Police Dogs Program within the Department of Law Enforcement; requiring the department to contract with a nonprofit corporation to administer and manage the program; specifying requirements for the disbursement of funds for the veterinary care of eligible retired police dogs, etc. APPROPRIATION: Indeterminate

Educator Certification Pathways for Veterans; Authorizing the Department of Education to issue a temporary certificate to specified military servicemembers who meet certain criteria; requiring a teacher mentorship for specified military servicemembers who hold a temporary certificate; specifying the duration and issuance of a temporary certificate for specified military servicemembers, etc.

Substitution of Work Experience for Postsecondary Educational Requirements; Authorizing the head of an employing agency, beginning on a specified date, to elect to substitute certain work experience for postsecondary educational requirements under certain circumstances; prohibiting the substitution of certain work experience for postsecondary educational requirements, etc.
