Blood Clot and Pulmonary Embolism Policy Workgroup; Citing this act as the “Emily Adkins Prevention Act”; requiring the Secretary of Health Care Administration, in conjunction with the State Surgeon General, to establish a blood clot and pulmonary embolism policy workgroup; requiring the secretary to submit a final report to the Governor and the Legislature by a specified date, etc.

Public Records/Judicial Assistants; Adding current judicial assistants and their spouses and children to the list of specified agency personnel and family members to whom an exemption from public records requirements for identification and location information applies; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Spaceflight Entity Liability; Defining the term “crew”; exempting a spaceflight entity from liability for injury to or death of a crew resulting from spaceflight activities under certain circumstances; requiring a spaceflight entity to have a crew sign a specified warning statement, etc.

Collegiate Purple Star Campuses; Defining the term “military student”; requiring the State Board of Education to adopt rules and the Board of Governors to adopt regulations to establish the Collegiate Purple Star Campuses program; specifying program criteria for participating Florida College System institutions, state universities, and career centers, etc.

Domestic Violence; Citing this act as "Greyson’s Law"; requiring the court with jurisdiction over the proceeding to consider certain factors in deciding whether shared parental responsibility is detrimental to the child; providing additional conduct regarding domestic violence which the court must consider when ordering a parenting plan; providing an additional factor that the court must consider in determining whether a petitioner of a domestic violence injunction is in imminent danger, etc.

Florida First Production Partnership Pilot Program; Creating the program within the Department of Economic Opportunity; requiring that film, television, and digital media projects being produced in this state meet specified criteria to be eligible for rebates; requiring the Commissioner of Film and Entertainment to set application windows; requiring the Florida Film and Entertainment Advisory Council to determine a score for each qualified project using specified criteria; requiring certified projects to allow certain persons to visit the production site upon request of the commissioner and after providing the commissioner with reasonable notice; providing for liability and imposing civil penalties for an applicant that submits fraudulent information, etc. APPROPRIATION: $80,000,000

Sales Tax on Aircraft Sales and Leases; Limiting the sales tax imposed on the sale or use of an aircraft; revising the applicability of the sales tax exemption on sales or leases of aircraft, etc.

Health Insurance Cost Sharing; Requiring specified individual health insurers and their pharmacy benefit managers to apply payments by or on behalf of insureds toward the total contributions of the insureds’ cost-sharing requirements; requiring specified contracts to require pharmacy benefit managers to apply payments by or on behalf of insureds toward the insureds’ total contributions to cost-sharing requirements; requiring specified group health insurers and their pharmacy benefit managers to apply payments by or on behalf of insureds toward the total contributions of the insureds’ cost-sharing requirements; requiring specified contracts to require pharmacy benefit managers to apply payments by or on behalf of insureds toward the insureds’ total contributions to cost-sharing requirements, etc.

Florida National Guard Recruitment; Establishing the Florida National Guard Joint Enlistment Enhancement Program within the Department of Military Affairs; providing eligibility requirements for participation in the program; requiring the Adjutant General to provide compensation to recruiting assistants under certain circumstances, etc. APPROPRIATION: $70,000

Transportation Facility Designations/Dr. Sally Ride Memorial Bridge; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.
