Return of Weapons and Arms Following an Arrest; Requires weapons, electric weapons or devices, or arms taken from person pursuant to arrest that are not seized as evidence or seized & subject to forfeiture to be returned to person within certain timeframe if specified conditions are met; authorizes sheriff or chief of police to develop procedures to ensure timely return of such weapons, electric weapons or devices, or arms; prohibits sheriff or chief of police from requiring court order before releasing such weapons, electric weapons or devices, or arms; provides exception; removes requirement for order of trial court judge to return pistol or firearm taken following arrest for breach of peace.

Independence of Sheriffs; Authorizes sheriffs in consolidated government, as well as all other sheriffs, to transfer funds after his or her budget is approved by board of county commissioners, city council, or budget commission; preserves independence of sheriff in consolidated government concerning certain powers.

Indian Gaming Revenue Trust Fund; Creates Indian Gaming Revenue Clearing Trust Fund within DFS; provides purpose of fund; provides for sources of funds & manner of disbursement.

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Designation of Drug Cartels as Foreign Terrorist Organizations; Urges Secretary of State to designate drug cartels as Foreign Terrorist Organizations.

Disassociation from Council on American-Islamic Relations; Strongly encouraging all state executive agencies, all law enforcement agencies, & all local governments in this state to suspend contact & outreach activities with Council on American-Islamic Relations.

Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations. APPROPRIATION: $45,000,000

Family Empowerment Scholarship Program; Revises number of students eligible to participate in Family Empowerment Scholarship Program.

Scrutinized Companies; Revises provisions related to scrutinized companies including definitions, criteria for being identified as scrutinized company, name of scrutinized company list, assembly & updating of such list, removal from such list, & government contracting.

Disaster Relief; Revising provisions related disaster relief including counties and municipalities impacted by specified disasters, loan programs, grant programs, appropriations, My Safe Florida Home Program, & tax relief. APPROPRIATION: $416,955,100
