Consumer Finance Loans; Authorizing an applicant for a license to make and collect loans under the Florida Consumer Finance Act to provide certain documents in lieu of evidence of liquid assets; prohibiting a person licensed to make and collect consumer finance loans from charging prepayment penalties for loans; authorizing an applicant for a license to make and collect consumer finance loans or a licensee to provide a surety bond, certificate of deposit, or letter of credit in lieu of evidence of liquid assets, etc.

Dementia-related Staff Training; Citing this act as the "Florida Alzheimer’s Disease and Dementia Training Act"; requiring the Department of Elderly Affairs or its designee to develop or approve certain dementia-related training by a specified date; requiring the department or its designee to issue unique identifiers to approved training providers; providing that certain employees do not need to repeat certain training when changing employment, under certain circumstances; requiring certain employees to receive additional training within a specified timeframe if the employing entity advertises that it provides certain special care for individuals with Alzheimer’s disease or related disorders, etc.

Equal Rights for Men and Women; Ratifying the proposed amendment to the Constitution of the United States relating to equal rights for men and women, etc.

Jacksonville Transportation Authority Leases; Removing a limitation on the term of a lease into which the authority may enter, etc.

Gold Seal Quality Care Program; Revising the requirements of the Gold Seal Quality Care program; requiring the Department of Education to establish a verification process for accrediting entities and providing requirements therefor; providing that an accrediting entity is liable for repayment of certain rate differentials if the accrediting entity granted accreditation to specified entities under fraudulent terms or failed to conduct onsite verifications; providing an exemption from ad valorem taxation and rate differentials for certain child care facilities, etc.

Intelligence-led Policing; Requiring law enforcement agencies that use intelligence-led policing to establish policies and procedures; providing minimum requirements for such policies and procedures; providing requirements for law enforcement agencies that use intelligence-led policing, etc.

Maternal Health Care Services; Requiring the Department of Health to develop and implement the Prevention of Maternal Mortality Grant Program by a specified date; requiring the department to award grants to certain training programs; requiring the department, in consultation with the Office of Program Policy Analysis and Government Accountability (OPPAGA), to conduct a certain study and submit a report to the Governor and Legislature by a specified date; requiring the department to develop and implement the Investments in Digital Tools to Promote Equity in Maternal Health Outcomes Program by a specified date, etc.

Children and Young Adults’ Fines and Fees; Citing this act as the “Debt Free Justice for Children Act”; excluding children, their parents or legal guardians, or certain young adults, when seeking appointment of a public defender, from having to apply to the clerk of the court for a determination of indigent status; waiving the required application fee for such persons; excluding children or certain young adults from suspension of their driver licenses for failing to pay civil penalties or enter into a penalty payment plan for certain penalties; prohibiting such children or young adults from being charged specified fees; prohibiting such children or young adults from being charged specified fees, etc.

Relief of Marcus Button by the Pasco County School Board; Providing for the relief of Marcus Button by the Pasco County School Board; providing an appropriation to compensate Marcus Button for injuries sustained as a result of the negligence of an employee of the Pasco County School Board; providing an appropriation to compensate Mark and Robin Button, as parents and natural guardians of Marcus Button, for injuries and damages sustained by Marcus Button, etc. CLAIM: $1,507,364

Maternal Health Outcomes; Revising the Department of Health’s duties under the Closing the Gap grant program; requiring the department to establish telehealth minority maternity care pilot programs in Duval County and Orange County by a specified date; requiring the pilot programs to provide specified telehealth services, or coordinate with prenatal home visiting programs to provide specified services, to eligible pregnant women for a specified period; requiring the department’s Division of Community Health Promotion and Office of Minority Health and Health Equity to apply for certain federal funding, etc.
