Emergency Residential Property Insurance Assistance Trust Fund/Department of Financial Services; Creating the Emergency Residential Property Insurance Assistance Trust Fund within the Department of Financial Services; providing for funding and administration of the trust fund; providing for eligibility for financial assistance from the trust fund; providing for future review and termination or re-creation of the trust fund, etc.

Housing; Citing this act as the “Keep Floridians Housed Act”; creating the Department of Housing and Tenant Rights; providing requirements for rental agreements; creating the “End Junk Fees for Renters Act”; prohibiting a landlord from evicting a tenant or terminating a rental agreement because the tenant or the tenant’s minor child is a victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; authorizing municipalities to create community land bank programs for a certain purpose, etc.

Rapid Rail Transit Compact; Authorizing the Governor to execute a rapid rail transit compact with specified states, to join the Southern Rail Commission; providing the form of the compact, etc.

Medicaid Presumptive Eligibility for Pregnant Women; Creating a pilot program to provide temporary Medicaid coverage to pregnant women who are presumptively eligible for Medicaid; authorizing the Agency for Health Care Administration to approve certain entities to serve as qualified presumptive eligibility locations under the pilot program; specifying performance standards qualified entities are required to meet each year to continue participating in the pilot program; requiring the agency to implement certain procedures that allow for the seamless transition from temporary Medicaid coverage under the pilot program to enrollment for full Medicaid benefits, etc.

Medicaid Providers; Requiring the Agency for Health Care Administration to include specified requirements in its contracts with Medicaid managed care plans, etc.

Elections Affected by Disasters; Requiring that a certain notice be posted on affected municipalities’ websites; requiring the Secretary of State to consider certain sectors when assessing the impact on their jurisdiction and the ability of voters to participate in elections; requiring the Division of Elections to maintain a specified number of strategic elections equipment reserves in specified locations; providing that the use of the uniform statewide ballot application may not be required for requests for vote-by-mail ballots from certain voters, etc.

Coverage for Mammograms and Supplemental Breast Cancer Screenings; Requiring the Agency for Health Care Administration to provide Medicaid coverage for annual mammograms and supplemental breast cancer screenings for certain women meeting specified criteria, subject to the availability of funds and any limitations or directions the Legislature provides in the General Appropriations Act; revising coverage for mammograms under certain individual accident and health insurance policies, certain group, blanket, and franchise accident and health insurance policies, and certain health maintenance contracts, respectively, etc.

Elections; Requiring the Florida Commission on Offender Review to develop and maintain a database for a specified purpose; repealing a provision relating to the Office of Election Crimes and Security; authorizing the Department of Highway Safety and Motor Vehicles to preregister certain individuals to vote; revising the information a third-party voter registration organization is required to provide to the Division of Elections of the Department of State, etc.

Repair of Motorized Wheelchairs; Creating the “Motorized Wheelchair Right to Repair Act”; requiring an original equipment manufacturer to make available any documentation, parts, and tools required for the diagnosis, maintenance, or repair of a motorized wheelchair and parts for the motorized wheelchair; providing that violation of the act is an unlawful practice under the Florida Deceptive and Unfair Trade Practices Act; providing that an original equipment manufacturer is not required to divulge trade secrets, etc.

Food and Hemp Products; Providing conditions for the manufacture, delivery, hold, offer for sale, distribution, or sale of hemp extract; prohibiting the unpermitted, street, or festival sale of hemp extract; prohibiting businesses and food establishments from possessing hemp or hemp extract products that are attractive to children; prohibiting businesses and food establishments permitted to sell hemp or hemp extract from being located in specified areas, etc. APPROPRIATION: $2,000,000
