Prescription Drug Coverage; Requiring individual and group health insurers to provide notice of prescription drug formulary changes within a certain timeframe to current and prospective insureds and the insureds’ treating physicians; specifying requirements for a notice of medical necessity submitted by the treating physician; providing an exception to requirements relating to changes in a health maintenance organization’s group contract; requiring the office to annually compile certain data and prepare a report, make the report publicly accessible on its website, and submit the report to the Governor and the Legislature by a specified date, etc.

State-administered Retirement Systems; Authorizing specified correctional officers to elect to participate in the Deferred Retirement Option Program for an additional 36 months; providing a directive to the Division of Law Revision, etc.

HIV Infection Prevention Drugs; Authorizing licensed pharmacists to screen for HIV exposure and order and dispense HIV infection prevention drugs in accordance with a certain written supervisory protocol or statewide drug therapy protocol; requiring pharmacists to be certified by the Board of Pharmacy before ordering and dispensing HIV infection prevention drugs; requiring the board, in consultation with the Board of Medicine, the Board of Osteopathic Medicine, and the Department of Health, to develop a certain statewide drug therapy protocol, etc.

Sales Tax on Motor Vehicle Leases and Rentals; Providing that sales tax does not apply to certain leases or rentals of motor vehicles used primarily in the trade or established business of the lessee or rentee, etc.

Relief of C.C. by the Department of Children and Families; Providing for the relief of C.C. by the Department of Children and Families; providing an appropriation to compensate C.C. for injuries and damages sustained as a result of the negligence of the department; providing a limitation on compensation and the payment of certain fees and costs, etc. CLAIM WITH APPROPRIATION: $20,000,000

Fees/Fresh From Florida Retail Fresh Market Farm Stand Signage Program; Requiring the Department of Agriculture and Consumer Services to include specified application, permit, placement, and removal fees in rules implementing the Fresh From Florida Retail Fresh Market Farm Stand Signage Program, etc.

Trees and Vegetation Within the Rights-of-way of Certain Roads and Rail Corridors; Providing that the prohibition against the removal, cutting, marring, defacing, or destruction of trees or other vegetation in certain rights-of-way does not apply if the Department of Transportation suspends such prohibition pursuant to a declared state of emergency; requiring the department to publish informational guidelines regarding the removal of debris from certain emergencies, etc.

9/11 Heroes Day; Requiring the Governor to proclaim September 11 of each year as “9/11 Heroes Day”; requiring that the day be observed in public schools and by public exercise; requiring certain middle and high school students to receive specified instruction; requiring the State Board of Education to adopt certain revised social studies standards, etc.
