Notaries Public; Requiring that certain notarial certificates contain the printed names of specified individuals; prohibiting a notary public from falsely notarizing the signature of a person who is not in that notary public’s presence, either in person or online; deleting a provision that prohibits a notary public from notarizing a signature on a document of a person who is not, at the time of the notarial act, physically present or present by means of audio-video communication technology and that provides civil penalties; requiring a notary public to keep at least one tangible journal; requiring the Department of State to retain jurisdiction over the journal records for a specified timeframe for a certain purpose, etc.

Venezuelan Sanctions; Urging the United States Secretary of State to implement policies at the United States Department of State that reinstate economic sanctions on Nicolás Maduro and his Venezuelan dictatorship and impose sanctions on companies that do business with Venezuela, etc.

The Everglades Foundation; Recognizing The Everglades Foundation for 30 years of service in the protection and restoration of the Everglades and for its commitment to public education and advocacy, etc.

Tourist Development; Providing an exception to the authorized uses of revenues received by counties imposing the tourist development tax; specifying uses of tax revenues received by certain counties imposing the tourist development tax; requiring that charter county convention development moneys be distributed to the governing boards of municipalities for specified purposes; revising the purposes for which a county may use charter county convention development moneys, etc.

Homeowners’ Associations; Providing requirements for certain community association managers and community association management firms; prohibiting the Regulatory Council of Community Association Managers from requiring more than a specified number of hours of continuing education annually for license renewal; requiring an association to maintain certain documents for a specified timeframe; prohibiting an association and its officers, directors, employees, and agents from using a debit card issued in the name of the association; providing criminal penalties for certain violations related to fraudulent voting activity related to association elections, etc.

Anti-human Trafficking; Extending the future repeal date of the direct-support organization for the Statewide Council on Human Trafficking; revising the hotline telephone number to be included in human trafficking awareness signs; revising applicability of provisions governing the employment of minors by vendors licensed under the Beverage Law; requiring that contractors with governmental entities attest that they do not use coercion for labor or services; prohibiting the employment of persons younger than 21 years of age in adult entertainment establishments, etc.

Dominican-American Heritage Day; Recognizing February 27, 2024, as “Dominican-American Heritage Day” in Florida, etc.

Chinese and Cuban Governments; Urging the United States Secretary of State to condemn the emerging partnership between the Chinese Communist Party and the communist regime in Cuba and the establishment of Chinese espionage and military capabilities in Cuba, etc.
