Foreign Countries of Concern; Prohibiting laboratories from using certain operational or research software produced in or by a foreign country of concern, a state-owned enterprise of a foreign country of concern, or a company domiciled within a foreign country of concern; providing certain protections for licensees who fail to obtain assurances from a person or an entity that indirectly owns a controlling interest in the licensee or indirectly holds an interest in certain entities, etc.
Education; Deleting the Florida School for Competitive Academics from the list of entities subject to certain audit requirements; authorizing the Office of Program Policy Analysis and Government Accountability to develop contracts or agreements with institutions in the State University System for a specified purpose; requiring the department to take into account underrepresented groups in administering the apprenticeship training program, rather than minority and gender diversity; changing the term “gender” to “sex”; deleting a provision requiring the Commissioner of Education to determine whether school districts have maximized efforts to include minority persons and persons of lower socioeconomic status on their school advisory councils, etc.
Japanese Business, Trade, and Cultural Cooperation; Recognizing the importance of Japanese business, trade, and cultural cooperation with the State of Florida and the state’s diplomatic, business, and cultural ties with Japan, etc.
School Social Workers; Providing that persons employed as school social workers are exempt from certain teacher certification requirements; providing an exception, etc.
Firefighter Health and Safety; Requiring the Division of State Fire Marshal within the Department of Financial Services to assist in decreasing the frequency and severity of fatalities; authorizing the division to recommend a phased approach in adopting certain rules related to firefighting gear; requiring the division to adopt rules relating to education on chemical hazards and toxic substances in protective gear and employers’ mental health best practices, etc.
Access to School Readiness Programs for Economically Disadvantaged Households; Revising the Department of Education’s duties for adopting specific program support services to coordinate a comprehensive early learning program; revising duties of early learning coalitions relating to the creation of a uniform waiting list; revising requirements for the school readiness program plan, etc.
Parkinson’s Disease; Creating the “Parkinson’s Disease Research Act”; establishing the Consortium for Parkinson’s Disease Research within the University of South Florida; establishing the Parkinson’s Disease Research Board; requiring the board to direct the operations of the consortium; requiring the board to award funds to board members for certain purposes, etc. APPROPRIATION: Indeterminate
Substance Abuse and Mental Health Care; Expanding mental health crisis services to include the 988 suicide and crisis lifeline call center; authorizing the guardian advocate to be discharged when a patient is discharged from involuntary outpatient services; providing that a designated facility that has received the transfer of a patient outside a specified timeframe or that does not receive timely notification of a transfer may not release such patient or be ordered by a court to release such patient under specified circumstances; providing that orders entered by administrative law judges for continued involuntary placement for patients at certain mental health facilities are final and subject to judicial review, etc.
Disability History and Awareness Instruction; Citing this act as the "Evin B. Hartsell Act"; requiring the Department of Education to develop specified curricula; authorizing the department to consult with the Evin B. Hartsell Foundation to further develop such curricula, etc.
