Discharge of Domestic Wastewater; Prohibiting the construction of new deep injection wells for domestic wastewater discharge or the expansion of existing wells; requiring current ocean outfall and deep well injection permitholders to install a functioning reuse system within the utility’s service area by specified dates; prohibiting the discharge of domestic wastewater through ocean outfalls and deep injection wells after specified dates, etc.

Private Property Rights; Exempting from the definition of “public utility” property owners who own and operate a renewable energy source device, produce renewable energy from that device, and provide or sell the renewable energy to users on that property, under certain circumstances, etc.

Single-subject Limitation for Taxation and Budget Reform Commission; Proposing an amendment to the State Constitution to require that any proposals to revise the State Constitution, or any part thereof, filed by the Taxation and Budget Reform Commission be limited to a single subject, etc.

Traffic Infraction Detectors; Repeals provisions relating to Mark Wandall Traffic Safety Program & authorization to use traffic infraction detectors; repeals provisions relating to distribution of penalties, transitional implementation, & placement & installation; conforms cross-references & provisions to changes made by act.

Construction Liens; Revises provisions related to construction lien law to prohibit persons not in privity with owner from being lienors & to remove payment bonds; revises requirements for final payment affidavits, priority of liens, notice of commencement, & claim of lien; removes provisions relating to payment bonds, waivers of right to claim against payment bonds, & conditional payment bonds.

Assistance for Micro Businesses; Authorizing certain local governments to set aside up to a specified percentage of funds for procuring personal property and services for the purpose of entering into contracts with micro businesses; providing eligibility for micro businesses under the Microfinance Loan Program; providing eligibility for micro businesses under the Department of Transportation’s highway project business development program, etc.

Consultant Pharmacists; Requires pharmacist to complete additional training for consultant pharmacist licensure; authorizes consultant pharmacist to perform specified services; prohibits consultant pharmacist from modifying or discontinuing medicinal drugs prescribed by health care practitioner; requires maintenance of collaborative practice agreements; requires such agreements be available upon request by DOH; prohibits consultant pharmacist from diagnosing disease or condition.

Subpoenas; Revising the definition of “properly served”; authorizing an applicant to petition a court to compel compliance with a subpoena; authorizing a court to address noncompliance as indirect criminal contempt and impose a daily fine for a specified amount of time, etc.

Philosophies that Espouse Superiority; (THIS BILL COMBINES SR's 214 & 222) Rejecting and condemning any philosophy that espouses the superiority of one group of people over another which is hateful, dangerous, or a morally corrupt expression of intolerance, and affirming that such philosophies are contradictory to the values that define the people of Florida and the United States, etc.
