Council on the Social Status of Black Men and Boys; Establishing the council within Florida Memorial University, rather than the Department of Legal Affairs; requiring Florida Memorial University, rather than the Office of the Attorney General, to provide staff and administrative support to the council; authorizing members to appear by communications media technology; providing notice requirements for public meetings or workshops conducted by means of communications media technology, etc.

Condominium and Cooperative Associations; Prohibiting a person whose community association manager license is revoked from having an indirect or direct ownership interest in, or being an employee, a partner, an officer, a director, or a trustee of, a community association management firm for a specified timeframe; prohibiting a community association manager or a community association management firm from knowingly performing any act directed by the community association if such act violates any state or federal law; authorizing an association board meeting to be conducted in person or by video conference; requiring a cooperative association to create and maintain an online account with the division, etc. APPROPRIATION: $250,000

Firefighter Health and Safety; Requiring the Division of State Fire Marshal within the Department of Financial Services to assist in decreasing the frequency and severity of fatalities; authorizing the division to recommend a phased approach in adopting certain rules related to firefighting gear; requiring the division to adopt rules relating to education on chemical hazards and toxic substances in protective gear and employers’ mental health best practices, etc.

My Safe Florida Condominium Pilot Program; Limiting participation in the My Safe Florida Condominium Pilot Program to certain structures or buildings; revising the improvements for which a grant may be used; requiring that improvements be verified during the final hurricane mitigation inspection to qualify for grant funds; specifying that mitigation grants may be awarded only for mitigation improvements that will result in a mitigation credit, discount, or other rate differential, etc.

Disability History and Awareness Instruction; Citing this act as the "Evin B. Hartsell Act"; requiring the Department of Education to develop specified curricula; authorizing the department to consult with the Evin B. Hartsell Foundation to further develop such curricula, etc.

Advertisements for Representation Services; Prohibiting notaries public from using specified terms to describe themselves under certain circumstances; creating a civil cause of action for declaratory or injunctive relief and to recover damages and attorney fees and costs; requiring certain businesses or persons offering immigration services to post a conspicuous notice with a specified statement, etc.

Benefits for Certain Officers Injured in the Line of Duty; Revising eligibility criteria for health insurance coverage provided to law enforcement, correctional, and correctional probation officers injured in the line of duty and to their spouses and dependent children, etc.

Dangerous Excessive Speeding; Specifying conduct that constitutes dangerous excessive speeding; authorizing the revocation of a person’s driving privilege for a specified period upon a second or subsequent conviction of dangerous excessive speeding; providing exceptions to the requirement that an officer indicate the applicable civil penalty on a specified traffic citation, etc.

Fentanyl Testing; Creating "Gage's Law"; requiring hospitals and hospital-based off-campus emergency departments to test for fentanyl as part of any urine testing they conduct to treat individuals for possible drug overdose or poisoning; requiring such facilities to perform a confirmation test if the urine test results are positive for fentanyl; requiring that the results of such tests be retained as part of the patient’s clinical record in accordance with the facility’s current recordkeeping practices, etc.
