Fee Waivers; Specifying that a requirement for certain universities, colleges, career centers, and charter technical career centers to waive out-of-state fees for certain students applies to students who are undocumented for federal immigration purposes, etc.

Family Empowerment Scholarship Program; Requiring a private school participating in the Family Empowerment Scholarship Program to provide specified information in writing to certain parents before a student’s initial enrollment in the school, etc.
Emergency Alerts; Requiring a local law enforcement agency to activate the emergency alert system and issue a Ya Ya Alert to public and private schools and child care facilities under certain circumstances; requiring local law enforcement agencies to create and maintain a list of such schools and facilities within their jurisdictions; providing immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; requiring the Department of Law Enforcement, in cooperation with specified departments, to activate the emergency alert system and issue an Imminent Threat Alert at the request of a local law enforcement agency under certain circumstances, etc.
Veterinary Medicine; Citing this act as the “Veterinary Workforce Innovation Act”; increasing the amount of time for which prescriptions based solely on a veterinary telehealth evaluation may be issued for certain drugs; providing requirements for veterinary professional associates to receive certificates of registration from the Department of Business and Professional Regulation; requiring the department to make a list of veterinary professional associate registrants publicly available on its website; authorizing the department to rescind the registration of a veterinary professional associate under certain circumstances, etc.
Specialty License Plates/Miami Northwestern Alumni Association; Directing the Department of Highway Safety and Motor Vehicles to develop a Miami Northwestern Alumni Association license plate; specifying design elements for the plate; providing for distribution and use of fees collected from the sale of the plate, etc.
Health Care Freedom Act; Citing this act as the “Health Care Freedom Act”; repealing provisions relating to the prohibited use of state funds for travel to another state for purpose of abortion services, the prohibited use of state funds for sex-reassignment prescriptions or procedures, and the right of medical conscience of health care providers and health care payors, respectively; creating the “Health Care Transparency and Accessibility Act”; requiring a covered entity to, by a specified date, adopt a policy relating to providing written notice of a complete list of its refused services to patients, etc.
HIV Prevention Justice Act; Citing this act as the “HIV Prevention Justice Act”; reducing the degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) and who donate blood, plasma, organs, skin, or other human tissue for use in another person; revising prohibitions relating to the intentional transmission of certain diseases through sexual conduct; revising requirements for HIV testing in cases involving criminal transmission of HIV, etc.
