Assault Weapons and Large-capacity Magazines; Prohibiting the sale or transfer of an assault weapon or a large-capacity magazine; prohibiting possession of an assault weapon or a large-capacity magazine; requiring certificates of possession for assault weapons or large-capacity magazines lawfully possessed before a specified date; providing conditions for continued possession of such weapons or large-capacity magazines; providing enhanced criminal penalties for certain offenses when committed with an assault weapon or a large-capacity magazine, etc.
Grand Juries; Revising the list of persons prohibited from disclosing the testimony of a witness examined before a grand jury or other evidence it receives; creating an exception for a request by the media or an interested person to the prohibited publishing, broadcasting, disclosing, divulging, or communicating of any testimony of a witness examined before the grand jury, or the content, gist, or import thereof, etc.
Marriage Between Persons of the Same Sex; Repealing a provision relating to marriage between persons of the same sex; deleting a prohibition on the recognition of same-sex marriages; deleting a prohibition on the state and its agencies and subdivisions giving effect to a public act, record, or judicial proceeding that respects a same-sex marriage or relationship or a claim arising from such marriage or relationship; deleting the definition of the term “marriage”, etc.
Resolution of Disputed Property Insurance Claims; Requiring, rather than authorizing, parties to a property insurance claims dispute to participate in mediation; providing that mediation is a condition precedent to commencing litigation; requiring, rather than authorizing, the Department of Financial Services to adopt certain rules; revising conditions under which a policyholder has a certain timeframe to rescind a settlement, etc. APPROPRIATION: $1,000,000
Newborn Hearing Screenings; Defining the term “congenital cytomegalovirus test”; revising newborn hearing screening requirements to require that all newborns, rather than only those who fail the initial newborn hearing screening, be tested for congenital cytomegalovirus, etc.
Possession or Use of a Firearm in a Sensitive Location; Prohibiting the possession or use of a firearm in a sensitive location; providing criminal penalties, etc.
Special Risk Class Retirement Date; Revising the definition of “normal retirement date”; decreasing the age and years of service needed to reach the normal retirement date for certain members; authorizing certain members of the Special Risk Class to apply to participate in the Deferred Retirement Option Program within a specified time period; providing a declaration of important state interest, etc.
Challenges to Development Orders; Requiring a prevailing party to show that the challenge to a development order was frivolous before the prevailing party is entitled to recover reasonable attorney fees and costs; prohibiting a prevailing party in a challenge to a comprehensive plan from an award of reasonable attorney fees and costs; providing that intervenors are not entitled to recover reasonable attorney fees and costs and may not recover certain attorney fees and costs, etc.
Risk Protection Orders; Redefining the term “petitioner” to include an individual who has a biological or legal parent-child relationship with, who is a legal guardian of, or who is a spouse or sibling of a respondent, for purposes of determining standing for the filing of a petition for a risk protection order, etc.
