Measurement of Student Performance; Requiring the Commissioner of Education to annually provide specified results to school districts by a certain date, etc.
Reclaimed Water; Prohibiting domestic wastewater treatment facilities from disposing of effluent, reclaimed water, or reuse water by surface water discharge beginning on a specified date; providing that reclaimed water is a water source for public water supply systems; providing specified groundwater and surface water quality protections for potable reuse projects; requiring counties, municipalities, and special districts to authorize graywater technologies under certain circumstances and to provide incentives for the implementation of such technologies; providing requirements for the use of graywater technologies, etc.
Local Government Waste Programs; Exempting fiscally constrained counties from certain local government recycling goals and requirements; creating a recycled materials management pilot program for Polk County, in coordination with the University of Florida, for a specified purpose; removing a provision authorizing a local government to pay a specified amount of compensation to a private waste company as an alternative to delaying displacement for a specified period; removing a provision authorizing a local government and a private waste company to negotiate such compensation and notice period, etc.
Florida Farm to School Program; Requiring vendors selling or delivering agricultural commodities to school districts in the Florida Farm to School Program to provide the school districts with an invoice that meets certain requirements, beginning on a specified date; requiring each participating district school board to submit the information monthly to the Department of Agriculture and Consumer Services, etc.
Young Farmers and Ranchers; Creating the Florida Young Farmer and Rancher Matching Grant Program within the Department of Agriculture and Consumer Services; requiring the department to select grant recipients based on specified criteria; requiring the department to give preference to veterans, etc.
Water Resources; Requiring the Department of Environmental Protection to conduct a comprehensive and quantitative needs-based overview of this state’s water resources; specifying requirements for the overview; requiring the department to submit a report every 5 years to the Governor and the Legislature by a specified date, etc.
Placement of Electronic Billboards; Defining the term “electronic billboard”; authorizing electronic billboards to be placed on certain agricultural lands under certain circumstances, etc.
Local Government Recycling Programs; Creating the Florida Recycling Working Group; requiring the working group to submit a report to the Legislature by a specified date; providing an expiration date for the working group; providing an exemption for fiscally constrained counties from recycling requirements, etc.
Construction Contracts; Exempting an airport from the requirement that the entity performing design and construction engineering and inspection services for a certain project not be the same entity, etc.
Monuments; Establishing the Florida Space Exploration Monument; providing for administration of the monument by the Department of Management Services; providing for the creation of a design contest and selection committee; requiring the department to limit participation in design competitions for monuments on the Capitol Complex or at other state-owned buildings to artists and sculptors who are domiciled in this state, etc.
