Nursing Homes; Specifying functions that do not constitute direct care staffing hours for purposes of required nursing home staffing ratios; revising nursing home staffing requirements; providing that eating assistance to residents provided by certain direct care staff counts toward certain minimum direct care staffing requirements; providing that an unsatisfied or undischarged adverse final judgment in connection with a nursing home facility becomes the responsibility and liability of a new owner if ownership of the facility is transferred, etc.

Pollution Control Standards and Liability; Providing that the Secretary of Environmental Protection has exclusive jurisdiction in setting standards or procedures for evaluating environmental conditions and assessing potential liability for the presence of contaminants on certain agricultural lands; prohibiting the secretary from delegating such authority to a local governmental entity, etc.

Reclaimed Water; Requiring certain domestic wastewater utilities to submit to the Department of Environmental Protection by a specified date a plan for eliminating nonbeneficial surface water discharge within a specified timeframe; requiring domestic wastewater utilities applying for permits for new or expanded surface water discharges to prepare a specified plan for eliminating nonbeneficial discharges as part of its permit application; providing that potable reuse is an alternative water supply and that projects relating to such reuse are eligible for alternative water supply funding; requiring counties, municipalities, and special districts to authorize graywater technologies under certain circumstances and to provide certain incentives for the implementation of such technologies, etc.

Utility and Communications Poles; Exempting certain rules adopted by the Public Service Commission from legislative ratification requirements; requiring the commission to regulate and enforce rates, charges, terms, and conditions for pole attachments under certain circumstances; providing situations under which a pole owner may deny access to the owner’s pole on a nondiscriminatory basis; requiring the commission to hear and resolve complaints concerning rates, charges, terms, conditions, voluntary agreements, and denial of access relative to pole attachments, etc.

Land Use and Development; Tolling and extending the expiration of specified consumptive use water permits and development permits and agreements during a natural emergency declared by the Governor; extending the time period for local governments to administer local incentive programs for projects within certain enterprise zone boundaries, etc.

Personal Protective Equipment; Requiring the Division of Emergency Management to complete an inventory of personal protective equipment; requiring the division to take certain action to ensure the availability of personal protective equipment during a declared emergency caused by an infectious or communicable disease; requiring that such equipment be available for purchase at a certain cost by specified persons and entities; prohibiting such equipment from being resold at certain prices, etc.

Administrative Procedures; Applying certain provisions applicable to all rules other than emergency rules to repromulgated rules; requiring an agency to provide a copy of a regulatory alternative to the Administrative Procedures Committee; requiring emergency rules to be published in the Florida Administrative Code; requiring an agency to provide a copy of any proposal for a lower cost regulatory alternative to the committee within a certain timeframe; requiring an agency to publish a notice of repromulgation in the Florida Administrative Register and file a rule for promulgation with the department within a specified timeframe, etc.

Transportation Facility Designations/Deputy William Gentry, Jr., Highway; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.
