Trusts; Authorizing a trustee to obtain a settlement of his or her accounts and be discharged under certain circumstances; requiring a trustee seeking settlement and discharge to send a trust disclosure document to specified persons; providing that a trustee is discharged upon completion of distributions or transfers if no timely written objections are received and is discharged from all liability and claims arising out of any matter disclosed in the trust disclosure document, etc.

Candidate Qualification; Specifying that a person seeking to qualify for office as a candidate must be a registered member of a political party, or registered without any party affiliation, for 365 consecutive days preceding the beginning of qualifying for an election; authorizing qualified candidates or certain political parties to challenge compliance with specified provisions by filing suit in a specified circuit court; prohibiting a person from being qualified as a candidate for nomination or election and appearing on the ballot under specified circumstances, etc.

Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880

Beaches; Repealing a provision relating to the establishment of recreational customary use of beaches; requiring the Board of Trustees of the Internal Improvement Trust Fund to adopt the erosion control line by resolution in certain circumstances; authorizing the Department of Environmental Protection to proceed with certain beach restoration projects, etc.

Trusts; Revising how an authorized trustee may exercise the power to invade principal as an authorized trustee administering a trust; providing that property devised to or from a revocable trust which is devised, given, or distributed to a donee by a settlor during the settlor’s lifetime is treated as a satisfaction of devise to that donee if certain criteria are met; providing that homestead property transferred by one or both settlor spouses to a community property trust will not be treated as a change of ownership for the purposes of reassessing the property, etc.

Telecommunications Access System Act of 1991; Revising the powers and duties of the Florida Public Service Commission in overseeing the administration of the telecommunications access system; revising the duties of the system’s administrator; revising the procedures required for the distribution of specialized telecommunications devices; revising the composition of the advisory committee appointed to assist the commission with implementing the act, etc.

Limited Liability Companies; Defining the terms “registered foreign protected series of a foreign series limited liability company” and “registered foreign series limited liability company”; specifying that certain limited liability companies are considered a nonresident under certain circumstances; creating the “Uniform Protected Series Provisions”; providing powers and prohibitions for protected series of series limited liability companies; authorizing domestic limited liability companies to establish protected series, etc.

Intestate Succession Involving Persons Born Out of Wedlock; Revising the circumstances used to determine intestate succession involving certain persons born out of wedlock, etc.

End-of-life Options; Creating the "Florida End-of-Life Options Act"; providing criteria for individuals to request certain medication as qualified patients; specifying responsibilities for attending physicians and consulting physicians; requiring persons who have custody or control of any unused medication prescribed under the act to dispose of it in a specified manner; specifying requirements for the death certificate of qualified patients who die by self-administration of medication prescribed in accordance with the act, etc.

Family Law Proceedings; Requiring that a court reporter transcribe or an audio recording be made of certain proceedings in certain disputes; requiring the court to make certain written findings in proceedings in which certain allegations are made if the party against whom such allegations were made retains parental responsibility; creating a pilot project in a specified judicial circuit for specified purposes, etc.
