Educational Dollars for Duty Program; Citing this act the “Educational Dollars for Duty Program Expansion Act”; requiring the program to set aside a certain amount of funds to provide tuition assistance to spouses and children of active members of the Florida National Guard; requiring the Department of Military Affairs to oversee implementation and enforcement, etc.

Local Housing Assistance Plans; Authorizing counties and eligible municipalities to expend certain funds on lot rental assistance for mobile home owners for a specified time period; requiring each county and eligible municipality to include in its local housing assistance plan certain strategies; providing that lot rental assistance for eligible mobile home owners is an approved home ownership activity for certain purposes; authorizing counties and eligible municipalities to provide certain funds to mobile home owners for rehabilitation and emergency repairs, etc.

Comprehensive Health Care for Residents; Creating the “Florida Health Plan”; providing eligibility for and coverage of the plan; authorizing the Florida Health Board to establish financial arrangements with other states and foreign countries under certain circumstances; authorizing plan enrollees to choose certain health care providers; creating the Florida Health Board by a specified date; requiring the Secretary of Health Care Administration to designate health planning regions; creating the Ombudsman Office for Patient Advocacy, etc.

Community Associations; Prohibiting the suspension of a voting interest of a condominium when voting to recall a member of the board of administration; prohibiting any prior suspension of voting rights from having any effect; providing that all election and recall arbitration conducted by the division is binding on the parties unless such arbitration is removed; requiring that the notice of removal and complaint be signed pursuant to the Florida Rules of Civil Procedure and include copies of certain documents served in the action; requiring that an association be ordered, by judgment or decree, to pay all of a prevailing unit owner’s costs, including reasonable attorney fees and costs, etc.

Elections; Requiring the Florida Commission on Offender Review to develop and maintain a database for a specified purpose; repealing a provision relating to the Office of Election Crimes and Security; authorizing the Department of Highway Safety and Motor Vehicles to preregister certain individuals to vote; revising the information a third-party voter registration organization is required to provide to the Division of Elections of the Department of State, etc.

Repair of Motorized Wheelchairs; Creating the “Motorized Wheelchair Right to Repair Act”; requiring an original equipment manufacturer to make available any documentation, parts, and tools required for the diagnosis, maintenance, or repair of a motorized wheelchair and parts for the motorized wheelchair; providing that violation of the act is an unlawful practice under the Florida Deceptive and Unfair Trade Practices Act; providing that an original equipment manufacturer is not required to divulge trade secrets, etc.

Deferred Retirement Option Program Eligibility for School Employees and Personnel; Deleting the time limitation for DROP eligibility for certain instructional personnel, administrative personnel, and educational support employees, etc.

First Responders; Providing that funds in the First Responders Trust Fund may be used for grants to support first responder mental health; renaming the Emergency Medical Services Trust Fund as the First Responders Trust Fund, etc.

Cybersecurity Risks from Unmanned Aircraft Systems; Requiring the Florida Cybersecurity Advisory Council to meet quarterly to assess specified risks and provide certain recommendations, etc.

Criminal Justice; Providing criminal penalties for persons who commit any act that causes, tends to cause, encourages, or contributes to a child committing offenses of specified severities; providing criminal penalties for an adult who causes or entices a minor to commit, or in the presence of a minor commits, a specified violation of law relating to animal cruelty, etc.
