Availability of Marijuana for Adult Use; Revising the sales tax exemption for the sale of marijuana and marijuana delivery devices to apply only to purchases by qualified patients and caregivers; revising provisions related to the licensure and functions of medical marijuana treatment centers (MMTCs); deleting a requirement that each MMTC produce and make available for purchase at least one low-THC cannabis product; requiring cultivation facilities and processing facilities to be insured with specified hazard and liability insurance; authorizing a person 21 years of age or older to purchase marijuana products, marijuana in a form for smoking, and marijuana delivery devices under certain circumstances, etc.

Energy; Revising the selection criteria for purchasing or leasing vehicles for state agency, college, or university or certain local government fleets; removing a provision requiring the use and procurement of ethanol and biodiesel fuels; requiring the Department of Management Services, before a specified date, to make recommendations to state agencies and local governments relating to the procurement and integration of electric and natural gas fuel vehicles; revising the definition of the term “single-trade inspection”, etc.

Solicitation of Nonmedical Services; Providing that a person who submits or sponsors a nonmedical solicitation that contains certain terminology or fails to include specified disclosures commits a deceptive and unfair trade practice, subject to the penalties and remedies of the Florida Deceptive and Unfair Trade Practices Act; prohibiting the unauthorized use, sale, transfer, or disclosure of protected health information for the purpose of soliciting professional services; providing that a person who willfully and knowingly violates such prohibition commits a deceptive and unfair trade practice, subject to the penalties and remedies of the Florida Deceptive and Unfair Trade Practices Act, etc.

Phosphogypsum Stacks; Directing the Department of Environmental Protection to conduct an analysis of phosphogypsum stacks in the state and submit a report to the Legislature by a specified date, etc.

Rescinding the Designation of the Mockingbird as the State Bird; Rescinding the designation of the mockingbird as the state bird, etc.

Electric Vehicle Charging Infrastructure; Revising a requirement for the Department of Transportation’s goals relating to mobility; requiring that certain funds be used for specified purposes relating to the Electric Vehicle Infrastructure Grant Program, beginning in a specified fiscal year; requiring the department to establish the Electric Vehicle Infrastructure Grant Program; requiring the Department of Transportation to seek programmatic federal approval for the issuance of permits and for the accommodation as a utility of the installation of electric vehicle charging stations in highway rights-of-way, etc.

Fees/Expunction of Certain Criminal History Records; Requiring applicants for a certificate of eligibility for expunction of certain criminal history records to pay a specified fee to the Department of Law Enforcement for placement in a specified trust fund, etc.

State Housing Assistance Programs; Removing powers of the Florida Housing Finance Corporation to develop and administer the State Apartment Incentive Loan Program; renaming the State Housing Initiatives Partnership Program as the State Housing Initiatives Partnership Block Grant Program; removing municipalities from eligibility under the program; providing that the corporation shall distribute moneys appropriated by the Legislature for the program, rather than distribute moneys in the Local Government Housing Trust Fund; revising eligible counties and distribution calculations under the State Housing Initiatives Partnership Block Grant Program, etc.

Guardianship Data Transparency; Requiring the Florida Clerks of Court Operations Corporation and the clerks of court to establish a statewide database of guardianship data on or after a certain date; specifying requirements for the database; requiring the corporation to establish a webpage for certain purposes on or after a specified date; requiring the corporation to annually compile and submit certain data to the Office of Program Policy Analysis and Government Accountability (OPPAGA); requiring the Office of Public and Professional Guardians to publish profiles of registered professional guardians on its website, etc. APPROPRIATION: $2,740,000

Transportation Facility Designations/98 Points of Light Road; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.
