Experimental Treatment Access Trust Fund/Department of Health; Creating the Experimental Treatment Access Trust Fund within the Department of Health for specified purposes; authorizing licensed experimental treatment centers to contribute a specified amount to the trust fund or provide specified care at no cost; providing for future review and termination or re-creation of the trust fund, etc.

Experimental Treatments for Terminal Conditions and Life-threatening Rare Diseases; Citing this act as the “Promising Pathways Act"; authorizing licensed physicians to prescribe and eligible facilities to administer experimental treatments, if certain requirements are met; requiring the Department of Health to establish and maintain a patient registry for specified purposes; encouraging health insurers and health maintenance organizations to provide specified insurance coverage for experimental treatments; authorizing licensed physicians and eligible facilities to receive reimbursement for the prescription or administration of experimental treatments if certain requirements are met; requiring manufacturers of experimental treatments to provide for a specified temporary price concession set by the department, etc.

Public Records and Meetings/Space Florida; Providing an exemption from public records requirements for information held by Space Florida which is a trade secret; providing that portions of meetings of Space Florida’s board of directors during which such confidential and exempt information is discussed are closed to the public and exempt from public meetings requirements; providing an exemption from public records requirements for records generated during closed portions of such meetings; providing for legislative review and repeal of the exemptions; providing a statement of public necessity, etc.

Department of Business and Professional Regulation; Revising the list of boards and programs established under the Division of Professions within the department; designating the Division of Professions of the department as the division overseeing yacht and ship brokers; deleting a requirement that the board regulating cosmetologists or cosmetology specialists review an applicant’s criminal record; renaming the Certified Public Accountant Education Minority Assistance Advisory Council as the Certified Public Accountant Education Opportunity Assistance Advisory Council; revising the quorum requirements of the Construction Industry Licensing Board, etc.

Grandparent Visitation Rights; Authorizing a grandparent of a minor child to petition a court for court-ordered visitation with the child in certain circumstances, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Division of State Fire Marshal; Requiring the Division of State Fire Marshal to accept requirements for training and certification of firefighters from another jurisdiction under certain circumstances; requiring the division to make a specified finding before denying a firefighter certificate; requiring the division to adopt certain rules relating to contaminated personal protective equipment and firefighting gear, etc.

Locations of Sheriffs’ Offices; Authorizing sheriffs’ offices to be located at any location in the counties, rather than requiring the offices to be at county seats, etc.

Medicaid Coverage of Blood Pressure Monitoring Devices; Defining the terms “blood pressure cuff” and “validated at-home blood pressure monitor”; requiring the Agency for Health Care Administration, subject to the availability of funds and certain limitations and directions, to provide coverage for validated at-home blood pressure monitors and blood pressure cuffs for certain Medicaid recipients; providing construction; providing requirements for Medicaid recipients to continue receiving coverage for their validated at-home blood pressure monitors and blood pressure cuffs, etc.

Required Instruction in Cursive Writing; Requiring students in specified grades to receive instruction in cursive writing; requiring students to demonstrate proficiency in cursive writing by the end of a specified grade; defining the term “proficiency in cursive writing”, etc.
