Financial Literacy Instruction in Public Schools; Citing this act as the “Dorothy L. Hukill Financial Literacy Act”; revising the requirements regarding financial literacy for the Next Generation Sunshine State Standards; revising the required credits for a standard high school diploma to include one-half credit of instruction in personal financial literacy and money management and seven and one-half, rather than eight, credits in electives; modifying the requirements for the award of a standard high school diploma for Academically Challenging Curriculum to Enhance Learning options, etc.

Sales Tax Refunds for Building Mitigation Retrofit Improvements; Exempting materials used for building mitigation retrofit improvements from the sales and use tax; requiring the owner of a qualified building to electronically file certain documents within a certain timeframe with the Department of Revenue to receive a refund of previously paid taxes; prohibiting such an owner from applying for the refund more than one time annually; requiring the department to make a certain determination and issue the refund within certain timeframes, etc.
Alcohol Purchases by Veterans’ Service Organizations; Revising limitations on purchases of alcoholic beverages by vendors from vendors to exclude purchases by certain veterans’ service organizations, etc.
Acquisition of Professional Services; Removing language requiring that an agency, when determining whether a firm is qualified to perform certain services, operate with the object of effecting an equitable distribution of contracts among qualified firms, etc.
Vaccinations During Public Health Emergencies; Removing the authority of the State Health Officer to order the vaccination of individuals upon declaration of a public health emergency; revising a requirement that the Department of Health adopt certain rules, etc.
Ad Valorem Taxation; Exempting complaints acknowledged as correct by the Department of Revenue from the requirement for a value adjustment board to render a written decision; revising prohibitions on the types of suits a property appraiser may bring; revising the types of activities by lessees of governmental property which are deemed to be governmental, municipal, or public purposes or functions; revising the conditions pursuant to which a specified ad valorem tax exemption remains valid, etc.
