State Board of Administration; Prohibiting the State Board of Administration from paying benefits to a Florida Retirement System investment plan member convicted of specified felonies; authorizing the state board to develop investment products to be offered in the investment plan; revising the types of investments in real property and related personal property which the state board may invest in; requiring the public fund to notify companies it places on the Scrutinized Companies that Boycott Israel List that they may be subject to divestment, etc.

Domestic Violence; Citing this act as "Greyson’s Law"; requiring the court with jurisdiction over the proceeding to consider certain factors in deciding whether shared parental responsibility is detrimental to the child; providing additional conduct regarding domestic violence which the court must consider when ordering a parenting plan; providing an additional factor that the court must consider in determining whether a petitioner of a domestic violence injunction is in imminent danger, etc.

License Taxes; Imposing specified additional annual license taxes on electric vehicles; imposing specified additional annual license tax on plug-in hybrid electric vehicles; authorizing persons and entities to biennially renew vehicle registrations for electric vehicles and plug-in hybrid electric vehicles; specifying requirements for the use of the proceeds by local governments; providing for future expiration, etc.

Household Moving Services; Revising requirements for estimates, contracts, and advertisements; prohibiting certain persons from operating as or holding themselves out to be a mover or moving broker without registering with the department; requiring the Department of Agriculture and Consumer Services to immediately suspend a mover’s or moving broker’s registration under certain circumstances, etc.

Lawful Breath Test for Alcohol; Requiring that a person arrested for driving under the influence who refuses to submit to a lawful test of his or her breath be told that he or she is subject to mandatory placement, for a specified period of time and at his or her expense, of an ignition interlock device on vehicles he or she leases or owns and routinely operates; decreasing the timeframe during which a person whose license is suspended for failure to submit to a breath, urine, or blood test is not eligible to receive a license for business or employment purposes only; requiring a driver who refuses to take a lawful test of his or her breath to install an ignition interlock device, upon a reinstatement of certain licenses and for a specified time, on vehicles he or she leases or owns and routinely operates, etc.

Yacht and Ship Brokers; Exempting a visiting broker from licensure for specified transactions; requiring, rather than authorizing, the Division of Florida Condominiums, Timeshares, and Mobile Homes of the Department of Business and Professional Regulation to deny licenses for applicants who fail to meet certain requirements; revising requirements for licensure as a broker; removing a provision requiring the division to adopt rules relating to temporary licenses, etc.

Administrative Procedures; Applying certain provisions applicable to all rules other than emergency rules to rules amended or repromulgated after a specified date; requiring that notice of a proposed rule be published in the Florida Administrative Register within a specified timeframe after the most recent notice of rule development; requiring that certain rule repeals be considered presumptively correct in a proceeding before the Division of Administrative Hearings or a court of competent jurisdiction; requiring that emergency rules be published in the Florida Administrative Code; authorizing agencies to supersede an emergency rule through adoption of another emergency rule; requiring agency review of rules and repromulgation of rules that do not require substantive changes within a specified timeframe; requiring the Department of Environmental Protection and water management districts to conduct a holistic review of certain permitting processes and programs, etc.

Competitive Award of Public Construction Works Contracts; Revising the applicability of a requirement that certain governmental entities must competitively award certain public construction works contracts, etc.

Hurricane Protection for Condominium Associations; Defining the term “hurricane protection”; requiring declarations to specify the entity responsible for the installation, maintenance, repair, or replacement of hurricane protection; authorizing, rather than requiring, certain hurricane protection specifications; authorizing the boards of residential and mixed-use condominiums to install or require the unit owners to install hurricane protection; prohibiting the boards of residential and mixed-use condominiums from refusing to approve certain hurricane protections; specifying when the cost of installation of hurricane protection is not a common expense, etc.

Fees/Moving Brokers; Revising registration fees for moving brokers, etc.
