Trust Funds/Chet Smith Bike Path Trust Fund; Creating the Chet Smith Bike Path Trust Fund within the Department of Transportation; providing the purpose of the trust fund; specifying uses for the moneys in the trust fund; providing for future review and termination or re-creation of the trust fund; requiring the Chief Financial Officer to maintain the trust fund within the State Treasury for the department, etc.

Property Insurance; Deleting obsolete provisions related to eligibility thresholds for personal lines residential coverage with the Citizens Property Insurance Corporation; providing for a required limited annual rate increase for specified polices; providing that eligible surplus lines insurers may participate, in the same manner and on the same terms as an authorized insurer, in depopulation, take-out, or keep-out programs relating to policies removed from Citizens Property Insurance Corporation; revising a prohibition against the issuance of insurance policies containing certain deductible provisions; authorizing insurers to limit roof claim payments to the actual cash value under certain circumstances, etc.

Recreation Districts; Providing that a recreation district may choose to have a governing body elected by the property owners of the district; requiring a municipality or county ordinance to specify who may vote in the governing body election; removing limitations on the authority of a recreation district to negotiate for the sale of certain bonds, etc.

Florida Hometown Hero Housing Program; Creating the Florida Hometown Hero Housing Program; providing the purpose of the program; specifying requirements for loans under the program; authorizing the Florida Housing Finance Corporation to underwrite and make such loans to specified borrowers; specifying ineligible employees, etc.

Transportation Facility Designations/98 Points of Light Road; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Residential Picketing; Prohibiting a person from picketing or protesting before or about the dwelling of a person with specified intent; providing criminal penalties; requiring a specified warning before arresting a person for a certain violation, etc.

Department of Financial Services; Providing an exception to service of process on public entities under certain circumstances; authorizing specified persons relating to the Division of Rehabilitation and Liquidation to purchase coverage in a state group health insurance plan at specified premium costs; requiring certain hospitals to demonstrate financial responsibility for maintaining professional liability coverage; revising requirements for licenses by endorsement to practice funeral directing, etc.

Money Services Businesses; Providing that a rule may require certain reports to the Office of Financial Regulation to contain declarations by control persons, rather than officers or other responsible persons; providing that control persons, rather than officers, are not liable for loss or damages under certain circumstances; requiring licensees to report changes in control persons, rather than certain other entities or persons; repealing a provision relating to control of a money services business, etc.

Clerks of the Circuit Court; Revising the calculation used to determine the presumed ability to pay certain fees, charges, costs, and fines; requiring the Florida Clerks of Court Operations Corporation to provide a recommendation on the distribution of specified fines, fees, charges, and costs; authorizing clerks of the circuit court to submit to the commission, at prescribed intervals, certified requests for reimbursement of specified petitions and orders at a certain rate per petition or order; authorizing clerks of the court to conduct a review of specified records, etc.

Regulation of Smoking in Public Places; Authorizing counties and municipalities to further restrict smoking within the boundaries of public beaches and public parks under certain circumstances, with exceptions; requiring that any signs installed in relation to such restrictions include certain information, etc.
