Opioid Abatement; Revising the types of delivery systems a pharmacist may order or use to dispense an emergency opioid antagonist; establishing the Statewide Council on Opioid Abatement within the Department of Children and Families, etc.

Registrations and Transfers of Heating, Ventilation, and Air-conditioning System Manufacturer Warranties; Specifying that certain warranties for heating, ventilation, and air-conditioning (HVAC) systems are automatically transferred and remain in effect under certain circumstances relating to the conveyance of property; prohibiting warrantors from charging a fee for such transfers; requiring certain contractors installing HVAC systems to provide certain documentation, etc.

My Safe Florida Home Program; Providing that licensed, rather than certified, inspectors are to provide hurricane mitigation inspections on site-built, single-family, residential properties that have been granted a homestead exemption; revising the hurricane mitigation inspectors that may be selected by the Department of Financial Services to provide hurricane mitigation inspections; revising the criteria for mitigation grant eligibility for homeowners; revising the improvements for eligible homes for which mitigation grants may be used; deleting a provision authorizing low-income homeowners to use grant funds for specified purposes, etc.

Florida Atlantic University Men’s Basketball Team; Recognizing and celebrating the incredible accomplishments of the Florida Atlantic University men’s basketball team and the university’s commitment to both academic and athletic excellence, creating a collegiate brand that is nationally renowned, etc.

Housing; Citing this act as the "Live Local Act"; deleting the authority of local governments to adopt or maintain laws, ordinances, rules, or other measures that would have the effect of imposing controls on rents; providing an exemption from ad valorem taxation for land that meets certain criteria; authorizing local governments to adopt ordinances to provide an ad valorem tax exemption for portions of property used to provide affordable housing meeting certain requirements; suspending, for a specified period, the General Revenue Fund service charge on documentary stamp tax collections; authorizing the Governor, under the Florida Job Growth Grant Fund, to approve state or local public infrastructure projects to facilitate the development or construction of affordable housing, etc. APPROPRIATION: $711,000,000

Property Insurance; Creating the Florida Optional Reinsurance Assistance program (FORA), to be administered by the State Board of Administration; authorizing eligible insurers to purchase reinsurance coverage under FORA; providing that property insurers may be subject to an additional market conduct examination by the Office of Insurance Regulation after a hurricane under certain circumstances; specifying conditions that must be met for a property insurance policy to require mandatory binding arbitration; prohibiting policyholders from assigning post-loss insurance benefits under residential or commercial property insurance policies issued on or after a specified date, etc. APPROPRIATION: $1,757,982

Property Insurance; Creating the Reinsurance to Assist Policyholders program to be administered by the State Board of Administration; requiring certain property insurers to obtain coverage under the program; revising homeowner eligibility criteria for mitigation grants; requiring claimants to establish that property insurers have breached the insurance contract to prevail in certain claims for damages; requiring the Office of Insurance Regulation to aggregate on a statewide basis and make publicly available certain data submitted by insurers and insurer groups, etc. APPROPRIATION: $150,000,000

Building Safety; Providing that the entire roofing system or roof section of certain existing buildings or structures does not have to be repaired, replaced, or recovered in accordance with the Florida Building Code under certain circumstances; requiring condominium associations and cooperative associations to have milestone inspections performed on certain buildings at specified times; authorizing local enforcement agencies to prescribe timelines and penalties relating to milestone inspections; revising the types of records that constitute the official records of a condominium association; prohibiting certain members and associations from waiving or reducing reserves for certain items after a specified date, etc.

Two-way Radio Communication Enhancement Systems; Requiring the authority having jurisdiction to determine certain minimum radio signal strength requirements for all new and existing buildings; authorizing the use of two-way radio communication enhancement systems to comply with certain radio signal strength requirements in the Florida Fire Prevention Code; specifying that such systems or equivalent systems are not required in certain apartment buildings; requiring that owners of such apartment buildings provide certain documentation to the applicable authority, etc.
