Cybersecurity of Mortgage Brokers and Lenders and Money Services Businesses; Requiring licensees to develop and maintain a specified information security program; requiring licensees to make a prompt investigation of a cybersecurity event that has occurred or may occur; requiring licensees to provide a specified notice to the Office of Financial Regulation; revising the actions that constitute grounds for disciplinary actions for mortgage brokers and lenders and grounds for the issuance of a cease and desist order or removal order or the denial, suspension, or revocation of a license of a money service business, respectively, etc.

Occupational Injury Benefit Plans; Defining the term “qualified compensation alternative employer”; specifying how an employer may elect to secure the payment of compensation; providing that a qualified compensation alternative employer is entitled to an offset to occupational injury benefits paid to and on behalf of employees under certain circumstances; requiring qualified compensation arrangement employers to adopt a written occupational injury benefit plan, etc.

Election Dates for Municipal Office; Requiring that elections for municipal offices be held on the same date as the general election; preempting to the state the authority to establish election dates for municipal elections; requiring that municipal recall elections be held concurrently with municipal elections under certain conditions; repealing provisions relating to change of dates for cause in municipal elections, etc.

Heated Tobacco Products; Revising the definition of the term “cigarette”; revising the definition of the term “tobacco product”; defining the term “heated tobacco product”; revising the definition of the term “tobacco product”, etc.

Prohibitions and Limitations on Diversity, Equity, and Inclusion and Requirements for Medical Institutions of Higher Education; Providing requirements for state agencies applying for certain federal health care-related grants; prohibiting state agencies from expending certain funds for a diversity, equity, and inclusion office or officer; requiring potential recipients of state contracts or grants to provide a specified certification to the Chief Financial Officer, etc.

Private Provider Building Inspection Services; Requiring that the Florida Building Code Administrators and Inspectors Board include a specified number of members who are private providers or who are employed by private provider firms; requiring that the Florida Building Commission include a specified number of members who are private providers or who are employed by private provider firms; requiring that building code inspection services provided by a private provider be the subject of an agreement, rather than a written contract, between the provider or provider’s firm and the fee owner or fee owner’s contractor, etc.

Assessment of Homestead Property; Proposing amendments to the State Constitution to authorize the Legislature, by general law, to prohibit the consideration of any change or improvement made to homestead property to mitigate flood damage in determining the assessed value of such property for ad valorem taxation purposes, to limit the transfer of such value to new homestead property, and to provide an effective date, etc.

Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Suits Against the Government; Increasing the statutory limits on liability for tort claims against the state and its agencies and subdivisions; authorizing a subdivision of the state to settle a claim in excess of the statutory limit without further action by the Legislature regardless of insurance coverage limits; prohibiting an insurance policy from conditioning payment of benefits on the enactment of a claim bill; specifying that the limitations in effect on the date the claim accrues apply to that claim, etc.

Affordable Property Ad Valorem Tax Exemption for Leased Land; Authorizing certain leased land to qualify for a specified ad valorem tax exemption, etc.
