Local Utility Revenues; Prohibiting counties and municipalities, respectively, from transferring for specified purposes revenues collected from providing utility services; requiring revenue surpluses to be returned to the ratepayers; requiring county and municipal utilities, respectively, to develop budget forecasts and strategies that meet certain requirements; prohibiting counties and municipalities, respectively, from charging a higher rate or adding a surcharge to certain customers, etc.
Department of Financial Services; Establishing the Florida Agency for Fiscal Oversight within the Department of Financial Services; requiring local governments to notify the agency after authorizing specified referenda; deleting a requirement that a specified hotline be operated for a certain amount of time each day; requiring specified employees to take a certain training annually; requiring that certain employees who report information to the Florida Agency for Fiscal Oversight be afforded the same protection as whistle-blowers, etc.
Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000
Public Records/State Attorney’s Office and Office of Statewide Prosecution Nonlegal Support Staff; Defining the term “state attorney’s office or Office of Statewide Prosecution nonlegal support staff”; providing an exemption from public records requirements for the personal identifying and location information of current state attorney’s office and Office of Statewide Prosecution nonlegal support staff and the spouses and children of such staff; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Transportation; Requiring the Department of Transportation to increase the minimum perception-reaction time of certain steady yellow signals by a specified amount of time; requiring certain seaports to submit an annual report describing measures taken to support the commercial space launch industry to the chair of the Space Florida board of directors beginning on a specified date; authorizing a private entity to install an automated license plate recognition system for use on certain property for a specified purpose or in connection with controlling or enforcement of access to property; providing that the use of a license plate frame or decorative border device that does not obscure the visibility of certain features is not prohibited; requiring the department to implement a Next-generation Traffic Signal Modernization Grant Program, etc. APPROPRIATION: Indeterminate
Florida Hurricane Catastrophe Fund; Revising the definition of the term “retention”; requiring reimbursement contracts to contain a promise by the State Board of Administration to reimburse the insurer for applicable loss adjustment expenses; requiring that, for contracts and rates effective on or after a specified date, the loss adjustment expense included be a specified amount, etc.
Small Independent Special Fire Control Districts; Defining the term “small independent special fire control district”; authorizing the governing body of a small independent special fire control district to apply for participation in the state group health insurance and prescription drug programs; requiring the Department of Management Services to conduct a certain actuarial analysis; requiring that such analysis be paid for by the small independent special fire control district, etc.
911 Public Safety Telecommunicator Employment-related Mental or Nervous Injuries; Defining the term “911 public safety telecommunicator”; providing that specified provisions relating to certain medical benefits for mental or nervous injuries for first responders also apply to 911 public safety telecommunicators, etc.
Alternative Plans Review and Building Inspection; Deleting a provision authorizing a local government to charge an administrative fee when an owner or contractor retains a private provider for purposes of plans review or building inspection services, etc.
