Lawful Breath Test for Alcohol; Requiring that a person arrested for driving under the influence who refuses to submit to a lawful test of his or her breath be told that he or she is subject to mandatory placement, for a specified period of time and at his or her expense, of an ignition interlock device on vehicles he or she leases or owns and routinely operates; decreasing the timeframe during which a person whose license is suspended for failure to submit to a breath, urine, or blood test is not eligible to receive a license for business or employment purposes only; requiring a driver who refuses to take a lawful test of his or her breath to install an ignition interlock device, upon a reinstatement of certain licenses and for a specified time, on vehicles he or she leases or owns and routinely operates, etc.

Mitigation Credits; Authorizing the Department of Environmental Protection and water management districts to release mitigation credits to certain mitigation banks under specified conditions; requiring the department and water management districts to authorize the use of mitigation credits available within surrounding basins or specified regions; authorizing certain projects to use mitigation banks regardless of whether the projects are located within the mitigation service area; requiring the department to begin rulemaking on a specified date, etc.

Motor Vehicle Liability Policies; Revising the definition of the term “motor vehicle liability policy” and defining the term “risk retention group” for purposes of ch. 324, F.S., etc.

Taxes on Malt Beverages; Revising taxes on certain malt beverages, etc.

Public Records/Animals from an Animal Shelter; Providing an exemption from public records requirements for records containing certain information pertaining to persons with legal custody of an animal from an animal shelter or animal control agency operated by a local government; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Vacation Rentals; Requiring advertising platforms to collect and remit specified taxes for certain vacation rental transactions; defining the term “advertising platform”; revising the regulated activities of public lodging establishments and public food service establishments preempted to the state to include licensing; requiring advertising platforms to require that persons placing advertisements for vacation rentals include certain information in the advertisements and attest to certain information; authorizing the division to revoke, refuse to issue or renew, or suspend vacation rental licenses under certain circumstances, etc. APPROPRIATION: $540,417

Vehicle For-hire Licenses; Authorizing persons who hold vehicle for-hire licenses issued by any county or municipality in this state to perform work in any county or municipality in this state, regardless of additional licensing requirements, under certain circumstances; authorizing persons who hold vehicle for-hire airport permits to perform work at any airport regardless of additional airport permit requirements, etc.

Local Floodplain Management; Prohibiting local governments adopting technical amendments to the Florida Building Code to implement the National Flood Insurance Program or incentives from denying requests for specified variances or exceptions to certain local floodplain management requirements, etc.

Small Business Certification Program; Requiring the Office of Supplier Diversity of the Department of Management Services to establish the program; providing a purpose for the program; requiring political subdivisions to accept small businesses certified under the program for specified provisions of law, etc.

Department of Highway Safety and Motor Vehicles; Requiring the department or its authorized agent to issue certain licenses and fuel tax decals; providing that a certain affidavit constitutes proof of ownership and right of possession to a motor vehicle or mobile home the previous owner of which died testate; authorizing permanent registration of certain rental trucks; authorizing a uniform paper or electronic format of the registration certificate for a motor vehicle; requiring that certain information on the driver license or identification card of a sexual offender or sexual predator be printed in red; requiring the department to record in the driver’s record that he or she is disqualified from operating a commercial motor vehicle under certain circumstances, etc.
