Auxiliary Containers; Preempting the regulation of auxiliary containers to the state; providing exceptions; requiring the Department of Environmental Protection to develop a uniform ordinance for the use and disposition of single-use, nonrecyclable auxiliary containers; prohibiting the use, sale, or distribution of certain single-use auxiliary containers on such lands; repealing a provision relating to the regulation of polystyrene products preempted to the Department of Agriculture and Consumer Services, etc.

Recruitment and Retention of Speech-language Pathologists; Requiring the Department of Education to develop and maintain a statewide strategic plan for the recruitment and retention of speech-language pathologists and the provision of quality services; providing school district and charter school requirements relating to submitting specified data for the plan, etc.

Immigration, Law Enforcement, and State-issued Identification; Citing this act as the “Florida Economic Prosperity and Immigration Act”; requiring proof of a specified identification number for certain applicants for a driver license; prohibiting the Department of Highway Safety and Motor Vehicles from disclosing or making accessible certain photographs and related information to any agency that primarily enforces immigration law or to any employee or agent of such agency; deleting the requirement for certain private employers to use the E-Verify system; providing that discrimination based on a person’s immigration status is unlawful; requiring covered immigration officers to wear specified visible identification during public immigration enforcement functions, etc.

Corporate Income Tax; Revising the definition of the term “adjusted federal income” to prohibit specified deductions, limit certain carryovers, and require subtractions of certain dividends paid and received within a unitary combined group to determine subtractions from taxable income; repealing a provision relating to the adjusted federal income of affiliated groups; specifying circumstances under which a corporation is considered a member of a unitary combined group; specifying requirements for, limitations on, and prohibitions in calculating and reporting income in a unitary combined group return, etc.

Residential Swimming Pool Requirements; Requiring that swimming pools located on residential real property that is transferred or sold on or after a specified date meet certain pool safety requirements; requiring that swimming pools located on residential real property that is transferred or sold on or after a specified date meet certain pool barrier requirements, etc.

Repair of Mobility Devices; Creating the “Right to Repair Act for Mobility Devices”; requiring original equipment manufacturers to make available documentation, parts, and tools required for the diagnosis, maintenance, or repair of mobility devices and parts for such devices; requiring original equipment manufacturers of mobility devices with electronic security locks to make available any special documentation, parts, and tools required to access and reset the locks when disabled in the course of diagnosis, maintenance, or repair; providing that violation of the act is an unlawful practice under the Florida Deceptive and Unfair Trade Practices Act, etc.

Rental Assistance for Veterans; Creating the Veterans’ Rental Assistance Grant Program; authorizing the Florida Housing Finance Corporation to provide certain grants to eligible applicants for a specified purpose, etc.

Water Safety Requirements for the Rental of Residential and Vacation Properties; (THIS BILL COMBINES SB's 658 & 608) Requiring a landlord to equip certain rental properties with specified water safety features; providing criminal penalties; requiring a public lodging establishment licensed as a vacation rental to equip certain rental units with specified water safety features; providing an exception; requiring certain public lodging establishments to file a certificate of compliance upon licensure and renewal, etc.

Gay and Transgender Panic Legal Defenses; Citing this act as the “Gay and Transgender Panic Legal Defenses Prohibition Act”; prohibiting individuals from using a nonviolent sexual advance or specified perceptions or beliefs about another individual as a defense to a criminal offense, to excuse or justify an individual’s conduct, or to mitigate the severity of an offense, etc.

Drowning Prevention Education; Requiring the Department of Health to develop educational materials on drowning prevention safety measures and safe bathing practices for specified purposes; providing requirements for such materials; requiring hospitals, birth centers, and home birth providers to provide the educational materials to new parents and caregivers as part of their postpartum education and care, etc.
