Enforcement of School Attendance; Authorizing district school boards and charter school governing boards to allow a specified number of mental health days as excused absences for students, etc.

Tampa Bay Area Regional Transit Authority; Renaming the Tampa Bay Area Regional Transit Authority Metropolitan Planning Organization Chairs Coordinating Committee as the Chairs Coordinating Committee; providing that a mayor’s designated alternate may be a member of the governing board of the authority; revising a provision requiring the authority to present the regional transit development plan and updates to specified entities, etc.

Procurement of Human Organs and Tissue; Prohibiting for-profit eye banks from procuring certain human organs and tissue for specified purposes, with certain exceptions; prohibiting for-profit eye banks from procuring certain human organs and tissue for specified purposes, with certain exceptions, etc.

Victims of Reform School Abuse; Citing this act as the "Arthur G. Dozier School for Boys and Okeechobee School Abuse Victim Certification Act"; requiring a person seeking certification under this act to apply to the Department of State by a certain date; requiring the department to examine the application, notify the applicant of any errors or omissions, and request any additional information within a certain timeframe; requiring the department to certify an applicant as a victim of Florida reform school abuse if the department determines that the application meets the requirements of the act, etc.

Discretionary Sales Surtaxes; Redefining the term “infrastructure,” for purposes of the local government infrastructure surtax, to add authorized expenditures and revise criteria for surtax proceeds used for certain affordable residential housing; revising purposes for which a local government or special district may enter into certain ground leases, etc.

Mobile Home Parks; Revising the duties of the Division of Florida Condominiums, Timeshares, and Mobile Homes of the Department of Business and Professional Regulation relating to mobile home parks; revising requirements relating to the delivery of a prospectus; revising disclosures that must be contained in a prospectus or offering circular; prohibiting a court or arbitrators from considering certain mobile home parks when determining market rent; requiring homeowners’ associations to notify park owners upon the election or appointment of new officers or members, etc.

Prohibited Discrimination; Citing this act as the "Florida Competitive Workforce Act"; adding sexual orientation and gender identity as impermissible grounds for discrimination in public lodging establishments and public food service establishments; providing an exception for constitutionally protected free exercise of religion, etc.

Vessels; Specifying the conditions under which a vessel is and is not considered to be operating at slow speed, minimum wake; prohibiting certain parties within certain waterbodies from anchoring or mooring a vessel within a specified distance of a mangrove or to upland vegetation upon public lands; revising civil penalties relating to certain at-risk vessels and prohibited anchoring or mooring; providing procedures for abandoned or lost property relating to certain vessels, etc.

Mental Health and Substance Use Disorders; Defining the term “first episode psychosis program”; revising requirements for the annual state behavioral health assessment; revising background screening requirements for certain peer specialists; requiring the Department of Children and Families to develop a training program for peer specialists and to give preference to trainers who are certified peer specialists; requiring the department to certify peer specialists directly or by approving a third-party credentialing entity, etc.
